Responsibilities
|
|
|
|
Within delegated authority, the Administrative Officer is responsible for:
General Administration: Overseeing work related to delivery of administrative support in areas such as procurement, assets management, billing and receipt of income from various services, travel operations, monitoring and evaluation of vendor contract performance and facilities management. Management/coordination of protocol and liaison services for official visitors and arriving staff members, and the organization for meetings of foreign dignitaries. Liaise with the Host Government on issues related to staff administration, including coordination of visa processing. Review adequacy of space requirements; Oversee the identification of office technology needs and maintenance of equipment, software and systems; Perform other related work as required;
Human Resource Management: Effectively coordinate actions related to administration of human resource activities – recruitment, placement, promotion, performance appraisal, job classification reviews, separation of staff members and training to ensure consistency in the application of UN rules and administrative procedures. Define conditions of service, duties and responsibilities and privileges and entitlements under the Staff Rules and Regulations.
Finance and Budget: Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilized to implement activities in accordance with programme budget and allotments issued. Monitors and reviews the work programme and budget by conducting regular and special reviews to assess actual work progress versus the programme plan. Coordinates the production of programme reports. Define work requirements and work with systems units to improve budget reporting systems and cost effective utilization of program resources. Develop and implement procedures to ensure that accounting and financial management controls are consistent with UN policy and practice. Supervise and provide guidance on financial administration and management information issues and practices to staff. Provide leadership and guidance to junior staff.

Education
|
|
|
|
Advanced university degree (Master or equivalent) in business or public administration, finance, accounting, law or related field. A university undergraduate degree with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressive experience levels of responsibility in the administration, finance, accounting, procurement, contract management, human resources management or related field.
Knowledge and experience in the planning, coordination and / or management of program activities, including the operations of public information activities and related contracts in a field environment within the Nations United and / or agencies, funds and programs of the United Nations system in the region of the Horn of Africa will be an asset.

Languages

|
|
English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
