This position is located within the United Nations Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA). The Administrative Officer will be based in Ashkhabad, Turkmenistan. The Administrative Officer reports to the Special Representative of the Secretary-General/Head of the UN Regional Centre for Preventive Diplomacy for Central Asia.

Responsibilities
|
|
|
|
Within delegated authority, the Administrative Officer: • Plans, organizes, implements, manages and oversees the activities of the Administrative component of UNRCCA; • Leads, oversees and coordinates the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources; • Appraises, discusses and advises the Head of the Mission on the day-to-day activities of the Administrative component and assists in the management of the mission; • Executes the role of Mission Audit focal point and undertakes assessment reporting requirements, tracking deadlines, ensures draft responses from all mission components as appropriate. HUMAN RESOURCES MANAGEMENT Initiates and coordinates actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training, etc., ensuring consistency in the application of UN rules and procedures; Provides expert advice with respect to conditions of service, duties, responsibilities, privileges and entitlements under the Staff Rules and Regulations. BUDGET AND FINANCE Monitors and controls budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provides effective monitoring reports and data. Identifies deviations from plans and propose corrective measures; Establishes and maintains a set of sound policies, procedures, standards and tools which are consistent with UN policy and practice in order to ensure proper accounting, financial management and control. GENERAL ADMINISTRATION Implements and monitors support services including transport, communications and information technology support; Supervises Administration staff team and provides advice to others on human resource administration, financial administration and management information issues and practices; Maintains contact with other sectors of the UN, regional organizations, and governments on coordination and policy matters; Performs other related duties as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first level university degree in combination with an additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of seven (7) years of progressively responsible experience in administration, finance, human resources management or related field, including managing a multicomponent administrative organizational unit at the international level is required. A minimum of two (2) years of significant management experience is essential. Experience in planning budget and cost projections and in supporting budget implementation is required. Extensive knowledge of UN Rules and Regulations and peacekeeping experience or experience in Special Political missions is highly desirable.

Languages
|
|
|
|
Fluency in English and Russian (both oral and written) is required. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
