|
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action (www.unep.org). The Office for Operations provided corporate support services to programmes divisions and Regional support, this position will specifically support the RSO and SGB. This position is located in the United Nations Environment Programme, Office for Operation at the Nairobi Duty Station. Under the general guidance of the Division Director and the functional supervision of the Chief, Corporate Services Section, the Programme Management Officer will perform the following functions:

Responsibilities
|
|
|
|
1). Budget Preparation: Provide input on resource requirements for budget submissions for the Division: Review, analyse and finale cost estimates and budget proposals; In consultation with the Programme Officers, review and analyse programme budget financial implications vis-à-vis planned activities of the programme of work; Provides support to Regional Offices in budget review; assist in securing internal project approval
2). Budget Administration: Issue allotments, authorize sub-allotments, including redeployment of funds and ensure that expenditures are charged correctly; Manage and monitor budget implementation and recommend reallocation of funds; Monitor and control budgetary allocations, identify deviations and propose corrective measures; Administer and monitor extra-budgetary resources, including review of agreements and cost plans, ensure compliance with regulations and rules and established policies and procedures. Prepare budget performance submissions. Review, analyse and finalize budget performance reports; Prepare budgetary and financial monitoring reports on a regular basis for internal and external use. Liaise with the UN Office of Internal Oversight Services Internal Audit Department and the external auditors on audit findings, recommendations and follow-up action.
3). Management and General Financial Administration: Manage Trust Funds: Review and advise on proposals for establishing trust funds; Liaise with the Quality Assurance Section (QAS) to analyse draft funding agreements; Ensure trust funds and counterpart funds are established and managed in accordance with terms of reference; Provides advice and guidance, including training to staff on budgetary and financial policies and procedures, including results-based budgeting; Supervise fund management staff team, provide expert guidance and leadership to junior staff; Act as Certifying Officer under Financial Rule 11.4; Review financial performance of the Division, operational travel programme, activity budget and adequacy of financial resources for departmental space and technology requirements; Identify and recommend procedures and guidelines to improve the flow of administrative functions within the Division and Regional Offices;
4). Perform any other related functions.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business and/or public administration, finance or related area. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible work experience in financial management, project/programme administration and budgeting or a related field. Some experience at the international level is required, UN experience is an added advantage.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the advertized post, fluency in oral and written English is required. Working knowledge of French is desirable. Knowledge of another UN language would be an asset.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for substantive assessment which may be followed by a competency based.
