|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. Responsibilities
|
|
|
|
The Programme Officer will undertake the following;
1.Provide substantive inputs to training events/workshops and materials related to Green House Gas (GHG) Inventories and Biennal Update Reports (BUR) organised by the Global Support Programme.
2.Provide inputs and technical reviews of draft chapters of National Communications and BUR Update Reports to enhance the quality of these reports. 3.Advise non-Annex I climate change experts, upon request, on methods, tools, guidance notes and materials available for the preparation of national climate change reports and assist them in the correct application of these resources.
4. Assist country experts to create national systems for data access, documenting procedures and processes involved in preparing national GHG) inventories as well as reviewing institutional, legal and financial barriers to data access.
5. Provide substantive inputs to GHG) inventory and BUR relevant publications and training materials produced by the Global Support Programme.
6. Assist national teams to design their GHG mitigation analysis work plans to ensure effective prioritisation of work.
7.Identify specific training needs for key stakeholders, such as technical staff from government agencies, academia etc, in data collection, management and archiving; and provide recommendations for training and capacity building activities.
8.Assist in identifying suitable regional centres of excellence in both Annex I and non-Annex I countries that can provide targeted support to national experts in the preparation of the National Communication and BUR.
9.Assist countries upon request in the selection of consultants to help countries with the Green House Gas GHG mitigation parts of their National Communications and BUR.
10. Provide on-line and on-site technical assistance to countries in the development of their GHG inventories and mitigation assessments.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in natural resources management, biological or physical sciences, engineering, urban & physical planning or environmental sciences/studies. A first level university degree in the above listed disciplines in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
At least seven years of work experience in the area of Climate Change including the preparation of GHG inventories and GHG mitigation analysis of which a minimum of two years should be at the international level.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Working knowledge of other UN languages is an asset.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
