|
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This position is located in the UNEP Division of Technology, Industry and Economics (DTIE) OzonAction programme of the (UNEP/DTIE/OzonAction) at the Paris duty station. Under the supervision of the Network and Policy Manager and the Head of the programme, the incumbent will carry out the following duties:

Responsibilities
|
|
|
|
1. Lead the overall development, review, monitoring and submission of Hydrofluorocarbon (HCFC) projects and sharing of related information and knowledge for UNEP OzonAction Branch, Paris and CAP (Compliance Assistance Programme) regional offices: • Develop and lead the formulation of overall policies, procedures, objectives and guidelines affecting the implementation of hydrochlorofluoracarbons (HCFC) Phase out Management Plans (HPMPs). • Provide advisory services relating to the HCFC phase out from the programmatic perspective. • Provide reliable, up-to-date research to facilitate country compliance under the Montreal Protocol. • Track and monitor Multilateral Fund project progress, ensures compliance with established standards and guidelines, leadsin identifying consultant and associated project Terms of Reference, including supervising, guiding, managing and monitoring the work of the consultants. • Evaluate project applications and cost-effectiveness of services in relation to Multilateral Fund guidelines and policies and prepare data and recommendations for decision-making. • Develop client outreach strategy and programme for HCFCs, and coordinate its implementation, including provision of guidance to National Ozone Officers, government officials and other parties. 2. Coordinate the promotion of timely inter-regional cross-fertilisation and exchange of experiences, information and knowledge related to hydrochlorofluorocarbons preparation and implementation: • Coordinate projects/activities in the Branch, and in liaison with other units; manage and implement policy development and projects relevant to CAP’s services to the countries in facilitating the efficient sharing of HPMP related information, analyses and presents key lessons learned from countries during HPMP preparation and implementation, and co-financing of the climate benefit between countries and regions. • Initiate and coordinate relevant outreach activities on HPMP projects/tools; conduct training workshops and seminars; lead and/or participate in large complex field missions. • Support the working processes related to CAP’s HPMP preparation and implementation processes to allow CAP to efficiently manage, the flow of HPMP documents through the draft, comment, submission and implementation phases. 3. Interact and collaborate with various offices on information management and knowledge sharing initiatives and projects: • Liaises with CAP Regional offices, National Ozone Units, Multilateral Fund Secretariat, UNEP Ozone Secretariat, on information and knowledge sharing practices. • Coordinate the sharing of information between UNEP and different governments related to the activities in HPMPs and capacity building, to assist them meet their obligations under the Montreal Protocol. • Participate in regional network meetings at the national and regional level. • Provide expert technical advice to the Head of Branch, activity leaders and project managers on the development and the overall implementation of the OzonAction programme’s HPMP projects.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in information management or environmental sciences or related field. A first level university degree in combination with 2 years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in programme management, development, implementation, monitoring in Environmental Science, including 3 years of information and knowledge management functions at the international level.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another UN official language is an advantage.
|
|
|
|

|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
