|
This position is located in the Financing for Peacebuilding Branch of the Peacebuilding Support Office (PBSO), in the United Nations Secretariat. The Programme Management Officer (Design, Monitoring and Evaluation) works under the direct supervision of the Senior Monitoring & Evaluation Advisor of the Financing for Peacebuilding Branch. The focus of this post is to ensure the design, monitoring and evaluation (DM&E) of peacebuilding at country level, to support programme implementation and monitor the results of the Peacebuilding Fund’s investments. The DM&E Officer may be required to supervise additional DM&E staff as may be recruited or assigned for defined tasks.

Responsibilities
|
|
|
|
Within delegated authority, the Programme Officer (DM&E) will be responsible for the following duties:
• Participates in providing close support to country-based partners in the development, implementation and evaluation of assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
• Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
• Researches, analyzes and presents information gathered from diverse sources regarding peacebuilding design, measurement and monitoring.
• Provides substantive backstopping to PBF programme officers.
• Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies related to PBF business processes (application guidelines, templates, reporting systems) concerning DM&E.
• In support of country-based partners, undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
• Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
• Assist with quality control on DM&E aspects of proposals (including Immediate Response Facility projects and Peacebuilding and Recovery Facility strategies/priority plans), including through constant participation on the PBSO Proposal Appraisal Committee (PAC).
• Participates in or lead field missions, including provision of training on DM&E for peacebuilding and guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, social sciences, evaluation, research methods or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in project or programme management, administration or related area is required. Experience in monitoring and evaluation of peacebuilding or humanitarian interventions is desired. Experience in management of peacebuilding programmes/projects or related area is desired.
|
|
|
|
Languages
|
|
|
|
Fluency in oral and written English is required. Fluency in French is desirable. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
Special Notice

This position is funded for a finite period of one year. Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
