|
|
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. This post is located in the Quality Assurance Section (QAS), Office for Operations (OFO) of the Executive Office, in UNEP, at the Nairobi duty station.

Responsibilities
|
|
|
|
Under the overall leadership of the Director, Office for Operations through the Deputy, the incumbent will be responsible for:
a) Programme and Project review:
• Provide technical reviews of UNEP's environmental programmes and project documents, taking into account project standards for results based management and work with the programme and project review committee and thereafter with Project Managers to ensure project documents meet quality standards for results based planning.
• Review the suitability of arrangements and capacity to deliver the expected results in UNEP's Medium Term Strategy (MTS ) and Programme of Work (PoW) and works with Project Managers to strengthen implementation arrangements and the capacity to deliver on the results planned.
• Provide secretariat support for UNEP's programme and project review processes of programme and project review meetings to enable management of project’s long results based management principles.
• Review project documents to ensure recommendations from technical review of the project and comments from technical review bodies associated with UNEP's project review processes are addressed.
• Provide technical advice on projects submitted for GEF funding to ensure that UNEP’s ability to meet own strategy, by ensuring coherence between UNEP's portfolio of projects and the organization's GEF portfolio.
• Review project revisions based on project revision standards to ensure intended project results are achieved, in particular UNEP's PoW and MTS, escalating issues to responsible entities to ensure that project revision is managed appropriately.
b) Programme and Project guidance and standard setting:
• Provide advice and guidance, including training, to headquarters and field staff on programme and project management in a results based context.
• Develop technical quality of the UNEP programme manual and other tools and standard instruments to improve programme and project management capacity in the organization.
• Identify lessons learned from the programme and project review process and make recommendations for areas of improvement or management action, for integration into UNEP's results based management training.
c) Results based management training and lessons learned:
• Work with the QAS team to ensure that lessons learned from technical reviews of programmes and projects in UNEP is fed into the UNEP results based maangement training, programme manual.
• Support the QAS team in delivering the results based management team to ensure guidance is utilized in divisions, regional offices and by sub-programme coordinators.
d) General:
• Ensure accuracy of data in UNEP's project management systems and the controls that underpin them.
• Ensure that recommendations from monitoring and evaluation feed back into UNEP's project design and review processes, through update of tools such as the Programme Manual, to ensure the Manual provides practical and realistic advice for staff working in different practical situations or complex socio-economic environments in which most projects are implemented.
• Provide support to other parts of QAS and OfO to ensure UNEP's project review and approval processes and other related work on budget management, resource mobilization, and monitoring and evaluation, complement one another.
• Perform other related duties assigned.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in an environment or development related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven (7) years' of progressively responsible work in an environment or development field is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced degree university degree.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of French and Spanish is an advantage. Working knowledge of other UN official languages is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
|

Appointment against this post is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
