|
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments in the international community for Action. UNEP’s Regional Office for Europe helps to implement UNEP’s global programs in the European region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.
The establishment of a Conference of the Parties (COP) and a Secretariat of the Convention is stipulated in Part VI of the Tehran Convention. The first meeting of the Conference of the Parties to the Tehran Convention in 2007 requested UNEP to carry out the functions of the Convention Secretariat ad interim until a Convention permanent Secretariat has been put in place. This request was reconfirmed by all the subsequent COPs. Since then, the Tehran Convention interim Secretariat (TCIS) has been located within UNEP’s Regional Office for Europe in Geneva, Switzerland. At the fifth Conference of the Parties, in Ashgabat 2014, the Contracting Parties signed a Decision on the location and arrangements of the Convention Secretariat. By this Decision the Contracting Parties requested UNEP through its Regional Office for Europe to carry out the administration of the Tehran Convention Secretariat and for this purpose to establish a Trust Fund with mutually agreed terms of reference and budget subject to the decisions of the COP.
The Secretariat will support the COP and the implementation of the Tehran Convention in organizational, administrative and technical matters. Amongst others, it will assists the littoral states in the preparation and servicing of COPs and regional expert meetings on, inter alia, negotiating ancillary protocols, monitoring and information sharing and the preparation and updating of National Convention Action Plans. The Secretariat will contribute to the coordination with donors and will promote the implementation of the ancillary Protocols to the Tehran Convention. This post is located in Baku, Azerbaijan duty station.
Under the supervision of the Director of the Geneva office, the incumbent is responsible for the following duties:-

Responsibilities
|
|
|
|
1. Lead and manage the work of the Secretariat as specified in article 23.4 of the Tehran Convention and the implementation of the biannual Programme of Work of the Convention and its Protocols as well as the Ministerial Statement and Decisions of the Conference of the Parties (CoP): a. Develop and lead the Secretariat’s work programme in accordance with the decisions of the Contracting Parties; b. Initiate, develop and prepare policies, strategies and guidelines to the Contracting Parties to the Convention; c. Liaise with governments, inter-governmental Organizations (IGOs) and non-Governmental Organizations (NGOs) for their input to activities and support the implementation of the work programme. 2. Manage the Tehran Convention Trust Fund in accordance with agreed terms of reference of the Fund and the development and implementation of a fund raising strategy to mobilise additional support. Determine priorities for budget allocation in accordance with the agreed work programme and respective disbursements.
3. Manage donor relationships including preparation, negotiation and implementation of projects and other forms of support for the implementation of the Convention and its Protocols; represent the Secretariat in consultation meetings with the Host-government of the Secretariat.
4. Manage the relationship with and represent the Convention Secretariat at meetings and conferences of other IGOs and NGOs including other MEA secretariats and the private sector; maintain close liaison with relevant UNEP Divisions, Regional Offices and Programmes. Represent the Tehran Convention Secretariat and participate in international and inter-agency fora of relevance and importance to the Tehran Convention.
5. Participate as UNEP representative at the UN Country Team and liaise with other UN bodies and local government authorities at country and sub-regional level.
6. Supervise and coordinate the organization and servicing of meetings of the CoPs (and its subsidiary bodies) in accordance with article 23.4 lit a) of the Tehran Convention and Rules 19 to 21 of its Rules of Procedures.
7. Enter into administrative arrangements for the effective discharge of the Secretariat functions; supervise staff and carry out programmatic, managerial and administrative tasks necessary for the functioning of the Secretariat; keep under review the administration of resources and programme budget; oversee the administrative procedures and ensure adherence to the relevant UN and national government procedures; ensure full implementation of the Performance Appraisal System.
8. Manage imprest accounts, advise on staff recruitment and recruit, experts/consultants and placement of interns, secondments and volunteers for the Convention Secretariat taking due account of geographical and gender balance and other institutional values.
9. Act as supervisor and First reporting officer to the Secretariat staff and Security Focal Point for Secretariat missions.
10. Develop and maintain the relationship with Convention and Protocol related national focal points; manage the Caspian Environmental Information Centre and lead and supervise the work and activities of any other subsidiary arrangement or body of the Convention and its Protocols.
11. Contribute to the Regional Seas Programme and implementation of its strategies and related decisions taken by the United Nations Environment Assembly including the implementation of the Global Programme of Action for the Protection of the Marine Environment from Land-Based Activities (GPA). Represent the Tehran Convention in the global meetings of the Regional Seas Conventions and Action Plans.
12. Perform any such other functions as assigned to him/her by the Director of the UNEP Regional Office for Europe, the Director of the Division of Environmental Policy Implementation and/or the Conference of Parties to the Tehran Convention and its Protocols.

Education
|
|
|
|
Advanced university degree (master’s degree or equivalent) in environmental/social sciences or management studies, business or public administration, finance, accounting, law or other related fields. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of 10 years of progressively responsible experience in environmental programme management, international relations, administration, budget, finance or related field, of which 5 years should be in an international setting. Knowledge of and working experience in the Caspian Sea region is highly desirable. Management experience and familiarity with the United Nations system and its procedures and experience in evaluation and policy development is desirable.

Languages

English and French are the working languages of the UN Secretariat, for the position advertised fluency in oral and written English is required; working knowledge of Russian and /or one of the national languages of the Caspian littoral countries is desirable.
