|
The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental law and policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. The UNEP - DHI Centre for Water and Environment (UDC) was established in 2001 as a facility to backstop UNEP through specialized technical expertise in the implementation of the UNEP Water Policy and Strategy. This post is located in UNEP DEPI at the Copenhagen duty station.

Responsibilities
|
|
|
|
Under the general guidance of the Director, Division of Environmental Policy Implementation (DEPI), the direct supervision of the Deputy Director of (DEPI) and in close coordination with the Chief of the Freshwater Ecosystems Unit (DEPI), the incumbent will be responsible for:
The day-to-day management of the UNEP-DHI Water and Environment Centre in Copenhagen. The overarching responsibility of the Principal Coordination Officer is to ensure that the Centre implements the work plan in accordance with the UNEP Water Policy and Strategy. Establishing and streamlining structures and processes for the operations of the Centre: 1. Establish and maintain effective structures and processes for the delivery on the MOU and Work plan of the Centre, within the overall structure of DHI and with the executive management of DHI. 2. Manage the time and contributions of the experts of the Centre following the prescribed procedures of DHI. 3. Streamline work processes and the financial accounting system to fulfill the financial management and reporting requirements of UNEP, Danish International Development Assistance (DANIDA) and DHI. Planning: 4. Develop a focused, coherent and comprehensive programme for the phase 3 of the Center and develop additional projects. 5. Develop detailed annual work plans for the Centre with clearly defined activities and specific results-based outputs for the implementation of the Project Document. 6. Contribute to resource mobilization for the implementation of the Centre’s programme from bilateral donors and multilateral agencies, the EU and other relevant sources. 7. Prepare annual budgets to support the implementation of annual work plans based on the overall budget in the Project Document. Technical and Managerial input: 8. Organize and manage the execution of the annual work plans. Build teams within the Centre to perform the specific tasks. 9. Lead the work of the Centre and oversee the implementation of contracted activities in the work plans. 10. Lead the identification of country level needs. 11. Undertake technical and policy studies on IWRM, and the ecosystems approaches, dealing amongst others, with emerging issues like climate change, environmental sustainability and infrastructure; Prepare reports and papers on the same drawing on the experiences from UNEP’s work. 12. Present papers on Integrated Water Resources Management (IWRM) and ecosystems approaches and the implementation of the UNEP Water Policy and Strategy to senior officials and intergovernmental bodies. Reporting: 13. Prepare and submit reports to UNEP on the implementation of the activities assigned to the Centre for incorporation into UNEP wide reporting. 14. Organize annual meetings of the Steering Committee of the Project; Present reports on the overall operations of the Centre including the outcomes of the Strategic Advisory Group meetings to the Steering Committee meetings; Provide secretariat services to the preparatory meetings and the Steering Committee meetings. Advisory: 15. Advise on an on-going basis the Director, Division of Environmental Policy Implementation and the Steering Committee on: the implementation of Phase 3 of the Centre the contribution of the Centre towards the implementation of the UNEP Water Policy and Strategy. The implementation of activities on IWRM and in particular the incorporation of the ecosystems approach and the consideration of emerging issues such as climate change in IWRM. 16. Provide representational support to UNEP as requested within the areas relevant to this post. Outputs: Technical reports, books and guidelines; Water resource management tools; (e.g., assessment methodologies, methods/indicators for monitoring progress, management instruments, analytical methods and mathematical models; Training and capacity building for developing countries; Regional, sub-regional and national plans and strategies for IWRM (further development of concepts for Water Action Plans, Coastal Area Management Plans); Reports of Workshops and Seminars; Operational partnerships; Web-site; Conference papers and articles; Inventories of best practices in freshwater and coastal management; Perform any other relevant duties assigned.

Education
|
|
|
|
Advanced University degree in water or environmental sciences or other related degree with a relevant combination of professional and academic qualifications. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
At least 15 years work experience in the field of water resources management is required. At least five years should be at the international level including developing country experience. Proven strong track record with integrated water resources management and ecosystems approaches. Management experience is a prerequisite.

|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in oral and written English is required. Knowledge of a second UN official language is an advantage.
