|
|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP’s Division of Environmental Policy Implementation (DEPI) works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition. This post is located in UNEP/DEPI at the Nairobi duty station. Under the supervision of the Coordinator Nairobi Convention, the incumbent will undertake the following;

|
Responsibilities
|
|
|
|
A. Programme / Project Development:
i. Research and analyze data relevant to proposed projects on identified priority areas and themes of the Nairobi Convention Programme of Work. ii. Collaborate with colleagues and government officials to identify project possibilities. iii. Review and analyze project proposals for suitability. iv. Draft project documents and revisions, concept notes, and project framework document, including budgets, work plans, and briefings. v. Contribute to the development and formulation of policies and strategies.
B. Programme / Project Implementation:
i. Review and recommend if budgets and timetables for completion are in accordance with approved project plans. ii. Monitor project implementation; identify problems and initiate corrective actions. iii. Prepare, review and revise documents related to project implementation/outputs. iv. Request actions for recruitment of experts/ consultants and placement of fellowships. v. Undertake missions to project implementation workshops. vi. Evaluate project or programme activity performance in relation to approved work plans and objectives. vii. Facilitate evaluation of programmes and projects by the UNEP Office of Evaluation and Oversight. viii. Arrange for completion of projects and ensuring all outputs are finalized and available.
C. Technical Advice, Evaluation and Guidance:
i. Support assessment of strengths and weaknesses of projects/programmes and opportunities. ii. Participate in inter-governmental and other project related meetings. iii. Participate in the formulation of policies, priorities and strategies. iv. Make presentations, in the field of expertise at training courses.
D. Reports and Administration:
i. Prepare and/or review various project reports, periodic progress reports, project status reports, financial, terminal and evaluation reports and briefing notes; ii. Review and provide substantive comments on technical reports prepared by other Programme Units or Offices. iii. Prepare technical reports on the unit's activities for use by UNEP management. iv. Provide input to and development of budget and work elements for the work programme of the unit. v. Develop dissemination materials including website briefs and publications.
E. Programme Planning and Coordination: i. Contribute to the guidelines and tools for the preparation of high level strategic plans. ii. Provide substantive input to planning meetings and provide guidance and assistance on input provided by Divisions. iii. Plan, organize and provide technical support to intergovernmental meetings, Bureau meetings, focal points meetings, experts’ meetings, regional and international conferences and follow up actions. iv. Participate in the gathering, analysis and integration of information from UNEP stakeholders.
F. Liaison and Representation:
i. Establish and maintain contacts and generate good will with current and potential partners, fund managers and non-traditional sources of funds. ii. Maintain and strengthen Convention Secretariat's participation in inter-organization programmes iii. Participate in the integration of the programme with other units. iv. Answer correspondence and requests from other organizations and the general public for technical information and advice.

Education
|
|
|
|
Advanced University degree (Master's or equivalent) in environmental science/natural resources management applied to the marine environment/resources. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years working experience in programme management in natural resources and fundraising activities. Experience in outreach activities is essential. Familiarity with Regional Seas and previous work experience in the United Nations System and with Regional Seas governments and project management is an asset. Knowledge of the environment, the UN system, international agreements or Regional Seas Conventions and Action Plans is an added advantage.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and oral English is required. Working knowledge of other UN official languages is desirable.

|

|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.

Appointment against this position is for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
