|
This position is located in the Trade Policy and Government Cooperation Section within the Economic Cooperation and Trade Division. The Economic Affairs Officer reports to the Head of the Regulatory Cooperation Unit.
United Nations Economic Comission for Europe (UNECE)'s trade programme is focussing on the following key areas of work, namely: Developing and maintaining effective international trade-related instruments, norms, standards and recommendations, in response to the needs of the global economy; Reducing barriers to trade in goods and services in all countries, and UNECE member States in particular, through greater implementation of international and UNECE norms, standards, instruments and recommendations, especially in trade facilitation; Facilitating trade policy development through the provision of an international platform for the exchange of views, particularly for the benefit of countries with economies in transition. Examples include trade security, European integration and sustainable development.

Responsibilities
|
|
|
|
Within delegated authority, the duties of an Economic Affairs Officer are:
(i) Participate in the organization of the Annual Session of the Working Party and related events, in particular by: preparing inputs for reports to intergovernmental bodies; following intergovernmental meetings and preparing summary reports; preparing inputs to statements by members of the Bureau and secretariat staff to such meetings and assisting in the organization of panels, round tables etc. on development issues for intergovernmental processes.
(ii) Act as the coordinator of Working Party 6 (WP.6) initiatives in the area of risk management. In particular, the staff member will: assist the Group of Experts on Risk Management in Regulatory Systems (GRM); and organize and make reports of monthly webinars; develop and keep up to date a wiki website for the members of the GRM; assist in the development of best practice and recommendations on how risk management tools can be used by the stakeholders in the regulatory system; analyse existing legislation against benchmarks for best practice.
(iii) Assist the Secretary of the Working Party on Regulatory Cooperation and Standardization Policies:
- Manages and keeps up to date a global database of contacts of market surveillance authorities worldwide
- Participates in the Working Party's outreach activities: in particular: prepares and delivers reports for the World Trade Organization (WTO) Technical Barriers to Trade (TBT) Committee; drafts and disseminates a newsletter on regulatory developments, develops and maintain the WP. 6 website, as well as drafts and finalizes mandated publications.
- Participates in training events, on the basis of the existing deliverables and outputs by the WP. 6, for example by: giving presentations at regional workshops; organizing training seminars for national experts; preparing documentation for technical cooperation programmes and projects; contributing to the preparation of material for the approval of regional, country or sector technical cooperation projects; and monitoring the implementation of technical cooperation programmes and projects
(iv) Support the Chief of the Section by
- Undertaking research and prepare background notes and meeting documents on trade related topics, including on Aid for Trade and Special Programme for the Economies of Central Asia (SPECA), and other trade related topics, and support the Division's outreach activities.
- Assisting in the organization and servicing of the Annual Committee session and in implementing its decisions.
- Performing other related duties as required, including administrative tasks necessary for the final delivery of the Section's services.
(v) Assist the Division Director in preparing the subprogramme's Strategic Framework, Programme Budget narratives, Programme of Work, Biennial Evaluation Plan, and Publications Programme; assist secretaries of Sectoral Committees in the preparation of inputs to the above. This includes the following:
- Upload Integrated Monitoring and Documentation Information System (IMDIS) updates;
- Provide regular guidance to staff on monitoring and reporting;
- Liaise with the Programme Management Unit on Programme, Planning, Monitoring and Evaluation (PPME) issues;
- Act as Division entry point for Programme, Planning, Monitorinig and Evaluation (PPME) inquiries.
(vi) Outreach and liaison:
- Identify potential donors, write concept notes and project proposals, and follow-up to fundraising activities, as necessary;
- Participate in other activities of the Section as required, in particular, drafting specified inputs for technical papers and analytical studies on selected global, regional, national or sector aspects of the work of WP.6 and assisting in the preparation of briefs and reports requested by the Director, Executive Secretary or UN Headquarters.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in economics, business, trade or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|

|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area; Some experience in trade or government regulatory policy would be desirable. Experience in standardization and regulatory issues is an advantage.
|
|
|
|
Languages
|
|
|
|
Fluency in English (both oral and written) is required; knowledge of French and/or Russian is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
