This position is located in the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), Goma. The Legal Officer will report to the Senior Legal Adviser and Head of the Legal Affairs Unit.

|
Responsibilities
|
|
|
|
Under the overall supervision of the Senior Legal Advisor, MONUSCO, the incumbent will be responsible for the following duties:
• Handle a range of Mission-related legal issues involving international law, contract law, and administrative law, including by conducting legal research, undertaking review of legal documents, preparing legal memoranda/notes, and providing legal advice;
• Provide assistance with and advice on procurement and contract-related issues, including reviewing and negotiating contracts, assisting in providing legal advice on procurement issues, as well as assisting in the review, negotiation and settlement of disputes and claims against the Organization;
• Review, advise and assists in the preparation or drafting of contracts, agreements, and memoranda of understanding, including with agencies, funds, programmes, governments, NGOs and other public and private entities;
• Assist with legal matters involving the administrative law of the Organization, the interpretation and application of the Staff and Financial Regulations and Rules, as well as the status, mandate, and operational modalities of the Mission;
• Provide assistance with and advice, as appropriate, in representing the Organization with regard to judicial, arbitral or administrative proceedings, including before the United Nations Dispute Tribunal;
• Respond to or assist the Senior Legal Adviser in preparing responses to complex inquiries and correspondence, namely to the DRC Government authorities;
• Serve or assist senior colleagues in serving on various standing boards, committees, task forces and working groups as required, including preparation of background materials, summaries of issues and views of delegations, meeting reports;
• Assist in the preparation of reports on the work of the Legal Affairs Office;
• Prepares or assists in the preparation of agreements and contracts with governments, NGOs and other public and private entities, as well as in the negotiation and settlement of claims and disputes.

Knowledge of various legal research sources, including electronic, and ability to conduct research and analyze information on a wide range of legal issues. Knowledge of the civil law and/or common law legal systems and principles. Knowledge of substantial and procedural international criminal law and/or international humanitarian law will be an asset. Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in international law is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in law, including legal analysis, research and writing.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English and French is required.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
