The position is located in the Regional Office for Southern Africa (ROSAF), Integrated Programme and Oversight Branch (IPB, Division for Operations (DO) of the United Nations Office on Drugs and Crime (UNODC) in Pretoria, South Africa. The incumbent will work under the direct supervision of the Representative, ROSAF, and receive technical guidance from the Chief HIV/AIDS Section (HAS), Drug Prevention and Health Branch (DHB), at UNODC headquarters in Vienna.

Responsibilities
|
|
|
|
The incumbent will perform following duties:
• Assist in providing on-going technical guidance and policy advice to governments and civil society organizations in the region; support and coordinate the development, implementation and evaluation of UNODC HIV/AIDS key policy programmatic areas, namely HIV/AIDS prevention and care related to (a) people who use drugs and (b) people living and working in prison settings. He/She will also take a leading role in the activities of the UN Joint Programme on HIV related to drug use and in prison settings, ensuring collaboration and cooperation with the UNAIDS secretariat office and co-sponsors;
• Support the development of UNODC technical assistance activities to the national partners of countries in the region, in (a) the assessment of the HIV and AIDS situation in the areas identified above, (b) the development of effective prevention and care strategies and (c) reviewing and adapting national HIV/AIDS policy and implementation plans and linking them to relevant policies, strategies and plans;
• Act as a key resource person and as such contribute to the development of national capacity building strategies to enhance policy and programmatic development, coordination, sound monitoring and evaluation with regard to HIV/AIDS prevention, treatment, care and support in the UNODC key areas; support, organize and participate in advocacy meetings, round-tables, training workshops and other meetings related to specific HIV/AIDS issues;
• Facilitate the establishment of Technical Working Groups for HIV/AIDS prevention, treatment, care and support for people who use drugs, and people living and working in prisons, involving all relevant stakeholders at the country level;
• Support and participate in, when necessary, meetings and initiatives pertaining to technical working groups, inter-agency task forces, UN Theme Groups on HIV/AIDS, UN Joint Teams on AIDS, Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Global Fund Country Coordinating Mechanism (CCM) and other relevant fora;
• Review, analyze and evaluate technical reports and other relevant materials on the state of prevention and care of HIV and AIDS in the key areas and facilitate dissemination of good practices;
• Review and participate in the drafting of regional and country programmes, project documents and grant proposals, including for the Global Fund and the World Bank, and contribute to the determination of their feasibility in the context of HIV/AIDS among drug users, particularly injecting drug users and in prison settings;
• Review, research and compile material for the preparation of technical reports and other documents, such as reports to headquarters, legislative bodies, national government and donors;
• Manage the UNODC HIV programme, coordinating activities related to budget and funding including programme/project preparation and submissions, progress reports, and preparation of related documents/reports; recruitment and supervision of national staff members, consultants and interns;
• Perform other duties as may be assigned by the supervisors.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in public health, social science or in another relevant discipline, is required. A first-level university degree in similar fields in combination with two additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.
|

|
Work Experience
|
|
|
|
A minimum of five years of professional experience in managing HIV/AIDS prevention and care programmes related to drug users and/or in prison settings at the national and international level is required. Experience in building successful partnerships and networking with a wide range of external partners and organizations and experience in guiding a team is required. Sensitivity to political issues and adaptability to local environment, hardship and security/emergency is required. Experience in working with the United Nations or a similar international organization is an asset. Working/living experience in the region/country is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of a local or other regional language(s) would be an asset.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
