This position is located in the United Nations Electoral Observer Mission (MENUB) located in Bujumbura, Burundi.
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
MONITORING, REPORTING AND INTERNAL COMMUNICATION: • Contribute to the monitoring and evaluation of the implementation of delegated authorities, through, inter-alia, the Human Resources Management Scorecard (HRM-S), Service Level Agreements, HRM-S indicators, and the Senior Managers’ Compact. • Develop and implement practices and procedures based on HR policies to meet the evolving needs of the mission. • Responsible for monitoring the implementation of human resources policies, practices and procedures in the mission. • Prepares special reports, mission standard operating procedures (SOPs), and information circulars and participate and/or lead special human resources projects.
ADMINISTRATION OF ENTITLEMENTS: • Responsible for providing advice on the application of policies, regulations and rules. Review and provide advice on exceptions to policies, regulation and rules. • Determine and recommend benefits and entitlements for staff on the basis of contractual status. • Review policies and procedures and recommends changes as required. • Review and recommend the level of remuneration for consultants. • Supervise and monitor the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of personnel actions and extensions of contracts. • Monitor and follow up on separations with colleagues in New York, with Payroll and with the UNJSPF in relation to payments of final benefits. • Provide data on staff separations on a regular basis.
RECRUITMENT AND PLACEMENT: • Responsible for identifying upcoming vacancies in coordination with client offices; preparing job openings; review applications for eligibility; arranging and conducting interviews; reviewing recommendations on the selection of a candidates by client offices; serving as ex-officio in interview panels; and preparing/presenting cases to review boards. • Prepare job offers for successful candidates; monitor and evaluate recruitment and placement-related activities of client offices; and recommend changes or corrections related to procedures to these offices. • Plan, organize, develop and coordinate assessments related to recruitment of professional, general service and other categories of staff, if needed. • Perform other duties as required.

Education
|
|
|
|
High school diploma or equivalent. Technical or vocational certificate in human resources management, business or public administration, education or related area is required.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten (10) years of progressively responsible experience in human resources management, administrative services or a related area. Experience in the application of Human Resource Management Systems (for example: IMIS, Nucleus, Inspira, Umoja, or related) is required. Experience working in a post-conflict environment outside of your home country is required. Supervisory experience is required.
The minimum years of relevant experience is reduced to five (5) years for candidates who possess a first level university degree.

Languages

|
English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English and French are required.
|
