This position is located in the Web Services Section of the News and Content Branch, News and Media Division (NMD), Department of Public Information. The incumbent reports to the Chief of the Web Services Section.
The Web Services Section (WSS) oversees the design, development and presentation of the top layers of the UN website in all six official languages, including the homepage, the five thematic portals (Peace and Security, Development, Human Rights, Humanitarian Affairs, and International Law), as well as comprehensive background information about the UN such as global issues, and events, including international observances. The Section also provides guidance and assistance to Secretariat offices in creating and enhancing their websites in all official languages. WSS promotes best practices for web development and other Internet-related activities, including multilingualism, usability and accessibility for the disabled. WSS also maintains social media accounts for the United Nations in five official languages (Arabic, Chinese, French, Russian and Spanish).

Responsibilities
|
|
|
|
Under the supervision of the Chief of the Web Services Section, News and Content Branch, News and Media Division, the incumbent as Chief of the Language Website Unit (Spanish):
Supervises and manages the Language Unit by: Developing and executing the work plan for the Unit in line with Section / Service / Division and Departmental goals;
Providing supervision, direction and guidance to staff within the unit ensuring work is completed according to schedule and to acceptable standards of quality;
Determining resource requirements and preparing draft budgets accordingly;
Analyzing statistics on site usage and responding to user comments and/or reports of errors or problem areas;
Reviewing, editing and signing off on content provided in English and Spanish ensuring acceptable quality standards are maintained;
Provides advice and expertise to managers, senior officers and other public information staff on issues related to the UN web services;
Serves as focal point for designated thematic issues by: researching, editing, reviewing, consolidating available material on the designated themes across official languages;
Liaising with the focal points on the designated themes in other Offices, Departments and UN Agencies;
Ensuring that thematic web pages are kept updated in English and Spanish by incorporating changes received from other thematic Focal Points and convey changes to thematic issues that the Unit is responsible for to the other language Units;
Acting as the focal point for web site review services provided to substantive departments, agencies, programmes and funds of the United Nations;
Takes the lead in website management, production and design to build web traffic by: researching and analyzing requests for new web pages, functions and updated content;
Developing and maintaining support services to management, users and contributors by providing advice and expertise to senior staff and other public information staff on a range of content and website management issues, methods, and approaches, including information architecture and content management;
Providing guidelines in accordance with existing related administrative issuances and legal opinions, briefings, contributing to the formulation of overall policies, procedures, objectives and guidelines affecting the development and promotion of relevant websites;
Giving presentations on the Spanish UN Website to UN staff, Permanent Missions and other entities;
Providing complex assistance to contributors in the conversion of contributed material to appropriate format (i.e. HTML, ASP), conformity with accessibility requirements;
Evaluates results and impact of communication activities; reports on developments, trends and attitudes regarding the Organisation;
Oversees the Social Media programmes in Spanish by: liaising with the Departmental Social Media Team;
Drafting and posting on Facebook, Twitter, Youtube and/or other appropriate media, regularly reporting on impact achieved via social media usage;
Maintains constant awareness of the developments of the Internet industry by: reading the literature (electronic and printed);
Participation in meetings, task forces, and other fora; Brainstorming sessions on website policy and guidelines; Attending conferences and workshops;
Preparing and editing substantive papers, reports, articles, and online surveys;
Playing an active role in the strategic advancement of the core Spanish UN.ORG web portal;
Serves as Officer-in-Charge for the Chief of Section and represents the institution when required to do so;
Performs other duties as assigned.

Professionalism – State-of-the-art knowledge in the field of user-centric web design methodologies and information architecture, content organization and taxonomy concepts including information management archival/hierarchy and web usability, in Spanish. Knowledge of design and implementation of websites in Spanish, based on CMS software, such as Drupal and Wordpress. Ability to assess/survey client groups' needs. Demonstrated verbal, writing and editing skills in English and Spanish. Knowledge of web content management systems, and the use of relevant information databases and Internet services, as appropriate. Education
|
|
|
|
Advanced University degree (Master’s degree or equivalent) in communication, international affairs, or computer science, preferably a combination is required.Training in Internet website development is desirable. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A Minimum of 7 years of progressively responsible professional experience in public information, journalism, computer science, information systems or related area is required. Experience at the international level in website development and management in English and Spanish in a multilingual environment is required. Experience with New Media issues is required as well as relevant modern technologies such as content management and media asset management. Team Management and leadership experience is required. Experience in Content Management Systems such as Drupal and/or WordPress is also required. Experience in Information Management and Content Architecture, Adobe Creative Suite (particularly Photoshop and Dreamweaver), HTML (including HTML5), CSS, JavaScript and Web Usability is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English and Spanish are required; knowledge of another official UN language is an advantage.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
