|
This post is located within the General Services Section (GSS), Administrative Services Division (ASD) of the Economic and Social Commission for Western Asia (ESCWA). The Chief, Facilities Management & Property Unit (FM&PU) reports directly to the Chief, GSS and will be under the overall supervision of the Director, ASD.

|
Responsibilities
|
|
|
|
Engineering and facilities management: 1. Applies commonly used engineering calculations, practices and precedents in completing projects related to the design, construction, or repair of buildings, power generation, distribution systems, environmental control systems and other related structures with aim to improve existing workflow processes, energy conservation and cost. 2. Coordinates determination and compilation of requirements for construction projects, such as UN common premises, blast reinforcement of the UN House, PACT (the UN global Project Access Control Technology for UN premises). 3. Manages construction projects and building services contracts, prepares scopes of works, technical specifications, bills of quantities, evaluation criteria for bidding exercises, evaluates technical proposals from bidders, and supervises contractors of awarded contracts to ensure that the quality of services meets the set terms and conditions of the contract, standards, health and safety regulations, objectives and budget. Evaluates the performance of contractors. 4. Estimates costs of repairs of facilities and systems to determine feasibility of repairs or replacement, and oversees the identification of office technology needs and maintenance of equipment, coordinates enhancements as necessary. Liaises with other engineers and Facilities Management specialists to reach mutually satisfactory approaches to problems by exchanging and comparing data. 5. Represents ESCWA in the yearly Conference for Interagency Network for Facilities Managers (INFM). 6. Follows up and coordinates regarding the provision of utility services and energy saving measures including provision of acceptable environmental and hygienic conditions in the premises. 7. Conducts research on development of new technical systems and identifies improved methods and equipment. 8. Acts as manager for preventive and corrective maintenance of the PACT project. 9. Ensures effective coordination with other UN Agencies in order to maximize effectiveness of provided common services. 10. Reviews adequacy of departmental space requirements and plans space distribution.
Environmental sustainability: 11. Acts as ESCWA focal point for the UN global Issues Management Group on Environmental Sustainability and reports ESCWA emissions to UNEP. 12. Manages projects under ESCWA's Emissions Reduction Strategy and monitors Energy Conservation procedures to reduce ESCWA's greenhouse gas emissions.
Property and Asset Management 13. Acts as ESCWA property manager and manages and oversees transition into IPSAS and reporting activities. 14. Analyzes project proposals to ensure technical feasibility and to ensure that project objectives are attainable within prescribed resources and develops technical data regarding materials, sizes, dimensions, and quantities and costs to be incorporated in formal specifications. 15. Overseas the work of the team under the Property team, manages assets and supplies, ensures assets are submitted for write off, overseas physical inventories, ensures records and location of assets are maintained and up to date.
Management of staff and contractors: 16. Supervises the performance of 13-staffmembers assigned to the unit as well as the performance of contractors under the buildings maintenance, cleaning and gardening and cafeteria contracts (3 major contracts with 55 contractors).
17. Prepares budget proposals for the Unit, manages and oversees the UN House garage administration operations, manages the ESCWA fleet ensures proper maintenance and manages assignments of the drivers. 18. Acts as Approving Officer for Travel Authorizations for all ESCWA accounts, acts as OIC of the General Services Section in the absence of the Chief, performs other related work as required.

Education
|
|
|
|
A first-level university degree (Bachelor's degree or equivalent) in Civil Engineering or other related engineering field. Advanced university degree (Master's degree or equivalent) in Civil Engineering or other related engineering field is desirable.
|
|
|
|
Work Experience
|
|
|
|
A minimum of 5 years of professional experience in the field of facilities management, building services, engineering and project management. Experience with the United Nations is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations. Arabic is also a working language of ESCWA. For this post, fluency in written and oral English and Arabic is required.
|
|
|
|
