|
This post is located within the Strategic Directions and Partnerships Section, of the Economic and Social Commission for Western Asia (ESCWA). The Programme Officer reports directly to the Chief of the Section and will be under the general supervision of the Deputy Executive Secretary.
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority, the incumbent will be responsible for the following:
1. Develops and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions;
2. Supports the implementation of ESCWA’s Evaluation Policy, in particular through the design and management of strategic, thematic and cross-cutting evaluations, and the articulation of recommendations and action plans;
3. Researches, analyzes and presents information and data gathered from diverse sources;
4. Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions;
5. Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;
6. Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.;
7. Initiates and coordinates outreach activities; and monitors and analyses the research and operational work of major partners and stakeholders in the region;
8. Leads and/or participates in large, complex field missions, and attends international, regional, and national meetings to hold discussions with representatives of other institutions;
9. Proposes adjustments and refinements to ESCWA's regular budget and technical cooperation programme of work in line with emerging trends and priorities, with a view to ensuring ESCWA relevance in the global, regional and national debate;
10. Substantively contributes to ESCWA inter-disciplinary committees and taskforces, including the Publications Committee, the Project Committee, the MDG Taskforce among others;
11. Performs other duties as required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area. Experience in socio-economic development and analysis or evaluation is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. Arabic is also a working language of ESCWA. For this post, fluency in oral and written English is required. Fluency in Arabic is desirable.
|
|
|
|
Assessment
|
|
|
|
Candidates will undergo a substantive assessment and a competency-based interview. Only shortlisted candidates will be contacted.

Special Notice
|
|
|
|
This position is a SLWOP replacement and will be available for one year only with possibility of extension for a second year. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
