Responsibilities
|
|
|
|
Under the overall guidance and supervision of the Chief of Programme Planning and Operations Division (PPOD), the Chief of the Programme Planning and Evaluation Unit will be responsible for the following:
•Provides policy advice to the Chief of PPOD on conceptual and methodological development regarding results-based management and budgeting policies and practices, programme planning, monitoring and evaluation. •Plans and oversees the management of activities of the Unit which include coordinating the formulation of the Department's Strategic Framework and substantive priorities, the biennial Work Programme of the Commission, the corresponding biennial programme budget in the substantive areas (including the department's core Regular Budget Section and the relevant components of the Regular Programme for Technical Cooperation and the Development Account); and ensures the coordination of the overall monitoring, reporting and evaluation functions. •Provides substantive input in the preparation of position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on dministrative and Budgetary Questions, Committee for Programme and Coordination, Economic and Social Council, the General Assembly as well as policy-making organs of the Commission and its subsidiary bodies, as necessary. •Contributes to the reporting to intergovernmental bodies (such as the biennial session of ECLAC, the Committee of the Whole or other formal and informal briefing sessions to permanent missions of Member States) on budget/programme performance or on programmatic issues, as appropriate, particularly those presented in biennial and/or annual reports. •Manages, supervises and carries out the work programme of the Unit, ensuring that the outputs produced and services rendered are of high-quality standards. •Prepares inputs for the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Carries out programmatic/administrative tasks, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), and recruitment of staff. • Manages guides, develops and trains staff under his/her supervision. • Represents the Organization at international, regional or national meetings, inter-agency meetings and seminars, etc. on programme-related issues.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in economics, business or public administration, finance, accounting, law or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in programme planning, evaluation, budget, finance, socio-economic analysis or related field is required. Experience supervising a large office, unit or section within the United Nations system or another comparable large organization is required.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, advanced knowledge of oral and written English and Spanish is required, as verified through relevant exams if necessary.
|
|
|
|
