Org. Setting and Reporting
|

|
|
The position is located in the Travel Unit within the Travel and Transportation Section (TTS), Commercial Activities Service (CAS), Facilities and Commercial Services Division (FCSD), Office of Central Support Services (OCSS). The incumbent will report directly to the Chief, Travel and Transportation Section and under the overall supervision of the Chief, Commercial Activities Service.

Responsibilities
|
|
|
|
Within delegated authority, the Chief, Travel Unit will be responsible for the following duties:
1. Manages the work programme and the activities of the Travel Unit;
Administers official travel arrangements and entitlements, issuance and control of UN travel documents including the procurement of UN travel documents and official visas;
Directs the establishment of official travel entitlements and travel arrangements for all UN officials, including the Secretary-General;
Researches, identifies, and evaluates new developments within the airline industry for appropriate application to the Organization needs;
Assists with finance, budget and human resource requirements and performance reports related to the Unit;
Decides on priorities and procedures to maximize utilization of existing resources while maintaining and enhancing the quality of services rendered;
2. Manages the Travel Management Services contractor to ensure compliance of service performance and service delivery in accordance with the contractual agreement.
Co-ordinates the views of other UNHQ participating agencies to ensure common service compliance are with the perspective and the expectations of the UN Secretariat; Assists with arrangements between travel management and travel payment system (Accounts Division) contractors as necessary.
3. Liaises with airline representatives to achieve the best rates for official UN travel to ensure the best commercial terms with UN preferred carriers and possibly new carriers;
Researches, identifies and evaluates new technologies and developments within travel markets and the airline industry for appropriate application to the changing requirements of the Organization;
Assists UN travellers, in particular, those travelling in difficult, high profile or unusual circumstances. When necessary, assist individual departments to negotiate special conference fares as appropriate.
4. Represents the Organization with Member States consular/embassies offices in New York and Washington, D.C. for visa requirements;
Liaises with officials of the U.S. Mission to the United Nations to ensure integrity of visa issuance, reporting systems, etc. Responds to host country queries and facilitates exchange of documentation;
5. Explores new technologies emerging from the use of travel documents, particularly due to increased security measures and those affecting the integrity of the Organization's relationship with Member States and in particular with the host country for Headquarters. Considers the implementation of technologies that improve the workflow of travel processes and improves the utilization facility and efficiencies of individual travellers.
6. Performs other related duties, as required.

Education
|
|
|
|
Advanced university degree (Master’s or equivalent) in business or public administration. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of 7 years of progressively responsible experience in management services with supervisory component, international travel management, procurement and contract management is required. Experience in complex contract negotiations is desirable. Experience within the UN System Organizations is desirable. Ability to use office automation programmes and working knowledge of enterprise resource planning management applications such as Integrated Management Information System (IMIS), SAP and airline reservation systems desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language is desirable.
|

Evaluation of qualified applicants may include a substantive assessment, which may be followed by a competency-based interview.
