The position is located in the Legal Unit, Human Resources Management Service at the United Nations Office, Geneva. The incumbent will report to the Chief, Legal Unit, Human Resources Management Service.
|
|
|
|
Responsibilities
|
|
|
|
Under the general supervision of the Chief, HRMS, and direct supervision of the Chief, Legal Unit, the Legal Officer is responsible for the following duties:
• Handles a range of policy issues related to the interpretation and application of the Staff Rules and Regulations;
• Conducts research and prepare or assist in the preparation of analysis of existing human resources practices and procedures, and contributes to prepare guidelines to harmonize practices and to meet the evolving needs of the Organization;
• Prepares and assists in the preparation of policy guidance, reports and correspondence;
• Undertakes review of legal documents, instruments, or other material; identifies important issues, similarities, and inconsistencies, etc.
• Assist managers in preparing comments to the Management Evaluation Unit; conducts related legal research and analysis, search for precedents and liaise with parties involved;
• Prepares or assists in the preparation of oral and written submissions to the United Nations Dispute Tribunal (UNDT);
• Reviews and advises on complaints raised against UNOG staff members for misbehavior; gather information and conduct initial assessment, recommend official investigation, if required, and coordinate related actions; provides guidance on preliminary investigations of allegations of misconduct and advise whether the cases should be pursued;
• Assesses evidence for relevance and admissibility;
• Prepares and assesses briefs of evidence;
• Assists in representing the Secretary-General in oral proceedings before the UNDT;
• Provides legal advice on human resources matters; reviews administrative matters;
• Provides guidance to more junior staff;
• Performs other duties as assigned.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in law. Specialization in international law desirable. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible professional legal experience is required. Two years’ experience at the international level, preferably in an international public organization, is desirable. Experience in litigation before a Tribunal would be an asset.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations. For the post advertised fluency in English and knowledge of French are required (both oral and written).
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
