The position of Programme Officer is with the Emergency Preparedness and Support Team (EPST), a dedicated capacity within the Learning, Development and Human Resources Services Division (LDSD), Office of Human Resources Management (OHRM) of the Department of Management (DM), New York. The Team provides support in emergency preparedness, coordination of essential support including referrals to medical, psychological, welfare and administrative support and post response services to staff and families to those who perish or are injured as a result of a malicious act, natural disaster, emergency or other critical incidents.

Responsibilities
|
|
|
|
Within delegated authority, and under the supervision of the Chief, EPST, the incumbent will:
Coordinate OHRM’s capabilities in collaboration with internal partners with respect to staff preparedness, emergency response and post-incident continuous support to staff, families and survivors of malicious incidents, natural disasters, emergencies and other critical incidents.
Coordinate the development and implementation of emergency preparedness training programmes and capacity building at all duty stations, in collaboration with internal and external partners (subject matter experts) and extension of programmes to United Nations Agencies, Funds and Programmes, developing a cadre of staff volunteer first responders network of Family Focal Points and Call Centre Volunteers.
Design and implement emergency preparedness communications and awareness programmes for managers and supervisors, including introduction of e-learning and blended learning packages, in collaboration with internal subject matter experts.
Develop range of reference tools, handbooks and user-friendly guidelines which compile policies impacting on support to survivors and family members.
Identify and strengthen collaboration with focal points within the United Nations Secretariat, United Nations agencies, funds and programmes and with outside organizations regarding policies and processes related to enhancing support to staff and families on casualty management, victim and survivor support.
Propose and develop new channels of collaboration and harmonization between partners and clients and continuous strengthening of advocacy, communication and capacity building in staff preparedness and response.
In the aftermath of an incident, serve as an initial point of contact and liaison coordinating the activation of hotline call centre operations, identification and tracking of survivors, coordinate and prioritize needs, including evacuation, referrals to psychological support and administrative services, in collaboration with the lead department/office.
Provide guidance and advisory services to managers and staff on interpretation and application of emergency preparedness related policies, regulations and rules and guidance on exceptions and special measures.
Draft reports and participate and/or lead special emergency preparedness-related human resources projects and initiatives, drawing upon international best practices.
Coordinate efforts, including those of the United Nations Secretariat and inter-agency groups that are tasked with examining and strengthening mechanisms and services for survivors and family members, (e.g., UN Human Resources Network, Inter Agency Security Management Network, Secretariat working groups - Support to Staff and families, and the Organizational Resilience Management System).
Represent the office in joint bodies and working groups relating to emergency preparedness and support to staff and families.
Support and coordinate staff welfare and administrative support for United Nations staff and their families affected by critical incidents, including access to counselling services, expeditious settlements of claims and compensation resulting from loss of life and injuries to staff and UN personnel, convening of memorial ceremonies and related commemorative events.
Keep abreast of developments in various areas of human resources management and support to staff and survivors.
Perform other related duties, as required.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in human resources management, business or public administration, law or social sciences. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in human resources management, programme management and administration and/or emergency preparedness and response, with an emphasis on supporting staff, including demonstrated ability in communicating with empathy and sensitivity is required. Experience in conflict and post-conflict field operations mounted by the United Nations (including UN peacekeeping, political missions, agencies, funds and programmes) or similar international or non-governmental organization(s) is highly desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official UN language is desirable.
|

Assessment
|

|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Staff Members are subject to the authority of the Secretary-General and to assignment by the Secretary-General. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
