This position is located in the Precursors Control Section (PRE), Secretariat of the International Narcotics Control Board (INCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. The incumbent will report to the Chief of Section.

Responsibilities
|
|
|
|
Within assigned authority, the incumbent will be responisble for the following duties: • Monitor and analyse developments and trends in precursors control at the national, regional and global levels; • Carry out the implementation of INCB strategies, policies and activities related to the implementation of article 12 of the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances (1988 Convention); assist in the organization and delivery of a variety of services aimed at adequate government implementation of the 1988 Convention; • Monitor and review best practices, methodologies and programmes in precursor control and contribute to their promotion among Member States; provide explanations/advice/training to governments on provisions of the 1988 Convention related to precursors; • Draft assigned parts of INCB publications, including the Report on the implementation of article 12 of the 1988 Convention; draft a variety of written outputs, such as background documents, studies, correspondence with governments, presentations and training materials; coordinate the preparation of documents for the Board sessions; • Organize, coordinate the preparation of and participate in Board missions, contribute to the drafting of mission reports and their presentation to INCB; • Contribute to the development and management of databases with information on various aspects of precursors control; • Coordinate the work of support staff members, guide consultants and associate experts; • Perform other duties as may be required.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in international relations, law, political science, economics, statistics, public administration or related area is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible professional experience in government or private sector positions in areas related to drug or precursors control, law enforcement, criminal justice, international relations, public administration or research is required. Several years of working experience at the international level is highly desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, excellent knowledge of English, i.e. oral and written proficiency, including excellent drafting ability is required. Knowledge of other United Nations official languages is an advantage.
|
|
|
|
