This position is located within the Global Programme for Strengthening the Capacities of Member States to Prevent and Combat Organized and Serious Crimes (GLOT32) in the Implementation Support Section (ISS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA) at UNODC Headquarters (HQ), in Vienna.
The Senior Legal Officer will work under direct supervision of the Senior Drug Control and Crime Prevention Officer of the Global Programme against Organized and Serious Crime and under the overall supervision of the Chief of the Section.

Responsibilities
|
|
|
|
The incumbent will perform the following duties:
• Design, prepare and deliver capacity building and training activities under the global anti- organized and serious crime programme. • Oversee and lead the reinforcement/establishment of the Network of Central Authorities and Prosecutors for the CIS sub-region, and assist with the implementation of Networks of Central Authorities and Prosecutors in other regions including through the holding of inter-regional meetings of such networks.
• With the overall aim of strengthening the rule of law, provide and supervise expert legal advisory services and assistance to requesting Governments of countries of the CIS sub-region, including to respective General Prosecutor Offices, Supreme Courts and other relevant agencies, in the areas related to organized crime and illicit (drug) trafficking. • Participate in complex needs assessment and other technical missions in the areas related to the programme/section work, and draft or provide inputs to assessment reports.
• Evaluate and elaborate technical assistance proposals; carry out periodic assessments of the performance of introduced and improved practices and operations.
• Represent UNODC as an expert resource person in workshops, seminars, training courses and meetings and represent UNODC in relevant regional and international events.
• Keep abreast with the development of new legal trends, as well as intergovernmental mandates related to the work of the Section/Branch.
• Establish and maintain effective partnerships with Governments and experts in the CIS sub-region and globally.
• Promote programming and advance integrated programme development in relevant thematic areas within UNODC’s mandate, aimed at strengthening legislative frameworks and criminal justice systems in the CIS sub-region and globally.
• Develop and maintain partnerships and cooperation with international bodies and organizations, assistance agencies and donors in relation to technical assistance in the CIS sub-region, particularly with regard to international cooperation in criminal matters. and other legal assistance.
• Seek appropriate partnerships with other entities of the United Nations System in the development of regional and national programmes and related activities. • Guide, develop and train staff under his/her supervision; foster teamwork and communication among UNODC staff and across organizational boundaries.
• Provide highly specialized substantive and technical input in area of expertise to a variety of written outputs, reports, presentations, training materials, etc.
• Provide policy advice and guidance to intergovernmental bodies on legal assistance matters, especially on their technical cooperation dimensions.
• Perform other duties as may be required.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in international law is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of ten years of progressively responsible practical experience as a judge, prosecutor, advocate or legal adviser is required. Technical knowledge and practical experience in developing or implementing drug control, counter terrorism, organized crime, corruption, and related laws, experience providing technical assistance related to international cooperation in criminal matters, and in developing or implementing international law is highly desirable. Knowledge of the legal systems of the CIS sub-region and extensive working experience in the sub-region is desirable. Working experience with international organizations is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English and Russian, i.e. oral and written proficiency with excellent legal drafting skills is required. Knowledge of another United Nations official language is an advantage

This is a project post. Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds.
