This post is located in the Office of the High Commissioner for Human Rights (OHCHR)/UN Human Rights Training and Documentation Centre for South West Asia and the Arab Region (hereinafter the Centre) located in Doha, Qatar. The incumbent reports to the Head of the Centre.
|

|
|
Responsibilities
|
|
|
|
Within delegated authority, the Human Rights Officer will be responsible for the following duties:
• Plans and coordinates activities related to the human rights documentation mandate of the Centre including from a gender perspective;
•Assists with the collection of human rights training materials in the main languages of the regions covered by the centre (e.g. Arabic) including (but not limited to) manuals, lessons learned and best practices;
• Collects and analyses human rights data and indicators in country/region of assignment, including gender-specific data and indicators and conducts substantive research and analysis on existing human rights documentation;
• Assists with the development of training and workshop materials and acts as a resource person as required;
• Represents the UN human rights programme at working level meetings;
• Directs capacity-building efforts on human rights in region/country of assignment;
• Writes a variety of reports, communications, briefings, statements, etc.,
including to policy-making bodies;
• May provide guidance to new/junior staff;
• Performs other related duties as required.

Ability to identify quality human rights materials in Arabic and other major languages of the regions covered by the Centre. Knowledge of institutional mandates of human rights organizations, prevailing policies and procedures. Research and analytical skills, including ability to identify and participate in theidentification of priority human rights issues and subjects. Ability to identify sources for data collection, research and analyze information and draft human rights reports. Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience including within the UN; in human rights, political affairs, international relations, law or related areas. Experience in UN Field work is highly desirable.
|
|
|
|
Languages
|
|
|
|
Fluency in English. Knowledge of Arabic is highly desirable.
|
|
|
|
Assessment
|
|
|
|
Competency based interview. Written-test may be administered.
|
|
|
|

|
Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
