This post is located in the Office of the High Commissioner for Human Rights (OHCHR)/UN Human Rights Training and Documentation Centre for South West Asia and the Arab Region (hereinafter the Centre) located in Doha, Qatar. The incumbent reports to the Head of the Centre.

|
|
Responsibilities
|
|
|
|
Within delegated authority and under direct supervision of the Head of the Centre, the Human Rights Officer will be responsible for the following duties:
- Assists the Head of the OHCHR Centre to oversee the execution of the Office work plan ensuring optimal use of resources allocated; the necessary coordination and organisation among all programme areas; and supervises the daily activities of the Office;
- Coordinates the preparation and submission to headquarters of monthly and annual reports on activities and achievements of the objectives set in the mandate;
- Acts as Deputy Head of the Centre and as Officer in Charge during the absence of the Head of the Centre;
- Assists with the development of education and training tools and programmes on human rights for different target groups both governmental and non-governmental;
- Organises and participates as a resource person in workshops and other activities of the Centre;
- Assists with the development of networks of partners and contacts in the region;
- Provides training and documentation as requested by Governments, civil society, UN agencies, country teams, and international and intergovernmental organizations;
- Assists with the collection of human rights materials and establishes links with human rights institutions and research centres in the region and elsewhere;
- Develops and/or supervises the development of evaluation and monitoring schemes for the Centre’s activities;
- Ensures up-to-date information regarding substantive matters in the field of human rights and makes recommendations on actions to take;
- Makes contact with other sectors of the UN, other international organizations and government counterparts on coordination and assists in the development and implementation of a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives;
- Responsible for carrying out, in consultation with the Head of the Centre, work coordination and administrative functions relating to the staff, planning and budget;
- Trains and supervises new/junior staff;
- Performs other related duties as required.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in Law, political science, international relations, social sciences or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in human rights, (political affairs, international relations, law or related area desirable). Experience with conceiving, drafting and supervising technical cooperation projects and monitoring human rights situations.
|
|
|
|
Languages
|
|
|
|
Fluency in English and Arabic (both oral and written) is required.
|
|
|
|
Assessment
|
|
|
|
Candidates will be assessed through a written test. Candidates passing the written test will be invited to a competency based interview
|
|
|
|

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
