These positions are located in the Regional Section for South Asia, East Asia & the Pacific (RSSAEAP), Integrated Programme and Oversight Branch (IPB), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. Responsibilities
|
|
|
|
Within limits of assigned authority, the Programme Officer will be responsible for the following duties:
• Provide substantive and technical support to the programmes and projects in the South Asia, East Asia & the Pacific (RSSAEAP) region; contribute to the development and implementation of the projects in full compliance with the overall substantive and operational guidelines established by UNODC; be responsible for providing technical assistance and overseeing capacity-building programmes in the region.
• Support the South Asia, East Asia & the Pacific region, in particular the Representatives in the implementation, monitoring and technical advisory assistance of the programmes/ projects; monitor and analyze project development and implementation; draft and review relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; monitor substantive progress and results of the projects through review of performance and progress reports.
• Collect, review and analyze relevant data from substantive UNODC units, RSSAEAP and executing agencies on the programmes/projects; liaise with Government officials, representatives from other United Nations entities and multilateral and bilateral sources to assist in the collection, review and analysis of project data.
• Assist in elaborating and appraising proposals for activities to be carried out under the projects by participating in project planning with Government officials and other partners; review proposals received from RSSAEAP and other relevant UNODC Offices.
• In close consultation with the IPB Programme Support and Oversight Unit, conduct quality control and oversight reviews of all submissions relevant to the projects, especially project revisions to be processed through the Direct approval workflow.
• Prepare various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.; contribute to and prepare briefing notes and summary reports on RSSAEAP and the programmes/projects for the Executive Director, senior management and senior official visitors to UNODC and for relevant consultations with donors, as well as for other major UNODC events; draft routine day-to-day correspondence to RSSAEAP and other relevant UNODC Field Offices, other United Nations entities, as well as, in appropriate cases, to Government authorities.
• Provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, etc.; undertake outreach activities; conduct training workshops and seminars; make presentations on implementation and progress of the projects as well as other related topics/activities.
• Participate in field missions to the RSSAEAP region or other destinations as appropriate, including the provision of guidance to external consultants, government officials and other parties and drafting mission summaries, reports, etc.; support all actions related to maintaining the flow of information on matters related to the programmes/projects between IPB and RSSAEAP; coordinate activities related to budget and funding (progress reports, financial statements, etc.) and prepare related documents/reports.
• Keep abreast of social, economic and political development in the RSSAEAP region, particularly those relevant to UNODC mandates and the implementation of programmes/projects.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in social sciences, economics, international relations, law, political science, statistics, public administration, management or related field. A first-level university degree in combination with additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in technical cooperation and programme management, at the international and/or national levels, especially in the areas of drug control activities, crime or terrorism prevention, law enforcement, criminal justice, security sector, governance, public administration, peace-building, conflict prevention or other related areas, is required. Experience in an international organization/and or in the field in relevant areas is highly desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. written and oral proficiency, is required. Knowledge of other UN official languages is highly desirable.

These posts are funded from extra-budgetary resources. Initial appointment is for one year. Any extension of appointment against these positions is subject to continued availability of funding.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
