This position is located in the Development and Economic and Social Issues Branch of the Research and Right to Development Division of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Chief of the Millennium Development Goals Section.

|
|
Responsibilities
|
|
|
|
The incumbent will:
Provide expert advice aimed at increasing awareness, knowledge and understanding of the conceptual and practical relevance of human rights in the context of poverty and development, including the Millennium Development Goals (MDGs), the right to development, and post-2015 development agenda.
Provide substantive and logistical support to the work of the UN Development Group's Human Rights Mainstreaming (UNDG-HRM) mechanism, as well as OHCHR’s efforts to mainstream human rights in the work of United Nations departments and trade, finance and development organizations, and in national poverty reduction and MDGs strategies.
Support OHCHR’s work in developing guidance tools and strategies for UN Resident Coordinators, as well as methodologies and training programmes to build the capacities of OHCHR and UN Country Teams (UNCTs) to integrate human rights within UN development programming at the country level.
Support OHCHR’s internal capacity building programme on a human rights approach to UN development programming, including backstopping OHCHR’s partnerships with the UN System Staff College and relevant partner agencies in the UN system.
Prepare research reports, background papers and related documentation for the Secretary-General, the High Commissioner and the UN Secretariat, as well as the General Assembly, ECOSOC, the Human Rights Council and its subsidiary bodies, as well as substantive inputs to the UN Chief Executives Board and the and High Level Committee on Programmes on issues concerning human rights, poverty and the MDGs, as necessary. Provide substantive and expert support in the organization of meetings, seminars and other consultations related to human rights, poverty and the MDGs.
Provide high quality written and oral briefing material to support the High Commissioner’s advocacy and leadership on issues connected with human rights, poverty and the MDGs. Perform other related duties as requested by the Section Chiefs Coordinator or the Branch Chief.

Education
|
|
|
|
Advanced University Degree (Masters or equivalent), preferably in political science, law, economics or other disciplines related to human rights. A first level university degree with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. A combined degree in human rights and economics will be a strong asset.
|
|
|
|
Work Experience
|
|
|
|
At least 5 years of progressively responsible experience in human rights, international economics, development or related activity at the national or international level. Field experience and/or experience in inter-agency cooperation will be an asset.
|
|
|
|
Languages
|
|
|
|
Fluency in English or French. Knowledge of the other is highly desirable. Knowledge of an additional UN language is an asset.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified applicants may include an eliminatory written assessment exercise which will be followed by a competency-based interview.
|
|
|
|

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
