This position is located in the Early Warning and Information Support Unit / Peace Missions Support and Rapid Response Section / Field Operations and Technical Cooperation Division of the Office of the High Commissioner for Human Rights (OHCHR) and the incumbent reports to the Chief, Peace Missions Support and Rapid Response Section.

Responsibilities
|
|
|
|
Under the general supervision of the Chief, Peace Missions Support and Rapid Response Section and the direct supervision of the coordinator, Early Warning and Information Support Unit, the incumbent will:
As a member of the team provide on-going advice and oversight to the development of the OHCHR Generic Human Rights Violations Case Database (HRDB), including coordinating development and testing of software and its offline module, taking into consideration field requirements and ensuring upgrades of the system;
Coordinate the implementation of the HRDB in the field including 1) establishing and maintaining a table of all requests received for the database from country offices, peace missions, commissions of inquiry, regional offices, etc; 2) conducting suitability assessment for each request; 3) establishing priority amongst requests; 4) in consultation with other units planning and organizing the schedule for deployment of the HRDB;
Coordinate the installation of the HRDB in the field including 1) planning, organizing and conducting installation field missions; 2) ensuring the setting up of quality control systems; and 3) providing advice to the field on the formulation of implementation plans;
Manage response to daily guidance needs from the field; 1) draft and disseminate an informational update for database managers and users; 2) monitor and report on usage of the tool and ensure quality control and 3) participate in the organization of periodic meetings of database users;
Act as a repository for all databases including 1) centralizing and relaying requests from other OHCHR Divisions and external partners for release of information contained in the databases; 2) conducting missions to close databases; and 3) acting as the custodian of closed databases;
Advise FOTCD and field presences on TORs, staffing needs and budget related to the database, develop and maintain SOPs on database use, access, and archives as part of a global installation package for field offices on the installation and implementation of the database;
Assist METS in the development of internal policies related to human rights monitoring; in the development of training and support materials with a view to enhance the utility of the database; and in acting as a resource person for database trainings when necessary;
Perform other duties as required.

Education
|
|
|
|
Advanced university degree preferably in law, political science, international relations or other disciplines related to human rights. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
At least 5 years of progressively responsible work experience, including at international level, in the human rights or related field. Proven experience in the conduct of human rights monitoring and fact finding activities at the field level, and in the use of a database and/or in the design and development of a database. Knowledge and experience in the area of project management will be considered an asset.
|
|
|
|
Languages
|
|
|
|
Fluency in oral and written English and French. Knowledge of Spanish is an asset.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an eliminatory assessment exercise which will be followed by competency-based interview.
|
|
|
|

Extension of the appointment is subject to Extension of the mandate and/or the availability of the funds.
Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
