|
This position is located within the United Nations Support Office for AMISOM (UNSOA), The Air Operations Officer will be based in Mogadishu. The Air Operations Officer reports to the senior Air Operations Officer at the duty station with a second reporting line for technical and strategic guidance to the Chief Aviation Officer.

|
Responsibilities
|
|
|
|
Within delegated authority, the Air Operations Officer will be responsible for the following duties:
• Supervises the Flight Management Unit and ensures that it conducts its activities in accordance with the published procedures and instructions.
• Monitors that air operations activities are conducted in compliance with Air Tasking Order (ATO), Standard Operating Procedures, UN directives, Department of Peacekeeping Operations (DPKO) Aviation Manual, ICAO, IATA and the host country’s Aeronautical Information Publications (AIPs).
• Reviews operational and logistical mission flight requests as sent by JMCC (Joint Movement Coordination Centre), Movement Control Section and Force Air Operations.
• Reviews and makes recommendations on special missions and VIP flight requests.
• Reviews, plans and coordinates daily projected task orders and air support requirements.
• Ensures that air assets are selected and allocated to achieve maximum cost effectiveness in Mission support.
• Prepares and publishes mission materials, flight schedules, air tasking orders and issues them to flight crews.
• Upon request, obtains diplomatic clearances, flight plans and weather information for flights outside the Mission.
• Develops and implements aviation standard operating procedures (SOPs) in compliance with the DPKO Aviation Manual, ICAO, IATA and the host country’s AIPs.
• Provides induction training to new flight crew personnel, and ascertains that flight crews are briefed and conversant with UN policies, flight safety procedures and latest applicable aviation standard requirements.
• Ensures that appropriate reference documents are readily available and accessible to all flight crew and aviation personnel.
• Coordinates integrated Search and Rescue air operations.
• Coordinates weather observation, forecasting development and dissemination of weather information.
• Manages daily flight operations through Flight Following.
• Liaises closely with other Sections within the Mission, international organizations/agencies concerning aviation movement matters to ensure efficient, economical and safe use of air assets.
• Prepares inputs, data and estimates for budget reporting and planning purposes.
• Performs other related duties as required.
Work implies frequent interaction with the following:
• Staff of the Aviation Section, Transport, Travel, Security and MOVCON staff.
• CAA and airport personnel within and outside the Mission area.
Results Expected:
A well-organized and efficient Air Operations Unit capable of carrying out the safe and efficient transportation to and from the field Mission of both civilian and military personnel as well as equipment and goods. The planning, coordination and monitoring of all operational and safety activities simultaneously in effective and timely manner. The provision of timely and well explained information on aviation safety requirements and related UN rules, regulations and safety procedures to field Mission staff.

Education
|
|
|
|
High school or equivalent diploma is required. Technical or vocational certificate in Air Transportation Management, Safety Management, Aeronautical Engineering or Air Traffic Control, or equal military certification, is required. Commercial Pilot Licence or equal military qualification is desirable.
|
|
|
|
Work Experience
|
|
|
|
At least 10 years of progressively responsible experience in air transport operations, with at least two years at the international level. Experience in managing air operations of international, peacekeeping or military nature and a thorough knowledge of UN financial regulations and rules are desirable. Managerial experience in commercial air charter operations is also desirable. The requirement for minimum years of relevant work experience is reduced to 5 years for candidates who possess a first level University degree.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of a second United Nations official language is an advantage.
