This position is located in Jerusalem in the Office of Information and Communications Technology. The CITU reports directly to a Chief of Information and Communication Technology Services (CICTS).
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority, the Chief of Information Technology Unit will be responsible for the following duties (These duties are not all inclusive nor are all duties carried out by the CITU):
• Manages the Information Technology Unit; Plans and directs all major IT systems projects within the mission, monitoring the progress of the design, installation and commissioning of the various networks and systems
• Develops plans for feasibility assessment, requirements specification, design, development and implementation of software applications, internetworking systems, and help-desk services and support
• Manages the Information Technology Unit budget, formulating and monitoring budget allocations and expenditures, verifying funding and ensuring no overrun occurs
• Develops technical specifications for procurement/contractual services, oversees technical evaluation of bids received; coordinates needs assessments for Information Systems, establishing of benchmarks, and the preparation of SOWs and RFPs in coordination with the Procurement office to establish and manage contracts
• Keeps abreast of developments in the Information Systems field; determines the need for testing/evaluating new products and technologies; provides leadership on introducing technological changes; manages the change management procedures
• Provides professional leadership, work direction, and mentoring for the Information Technology Officers and other staff within the Unit; coordinates the individual yearly work plan for all staff within the Unit
• Ensures effective coordination with other United Nations agencies and other entities in order to maximise possibilities of inter-agency collaboration in the field of IT
• Performs other related duties as required.
Work implies frequent interaction with the following:
Information Systems Officers, Telecommunications Officers, Technicians and Assistants throughout the Missions.
Senior officers, technical staff, and end-users in user offices.
Military Observers and Military Officers
Sales and technical personnel of hardware/software vendors and contractors.
Results Expected:
Effective and efficient management of the Information Technology Unit’s resources including manpower.

Education
|
|
|
|
High School diploma or equivalent. Technical training in education in the field of Information Systems is desirable. Certifications in relevant areas of Information Systems and Technology such as networking policies and information management is desirable.
|
|
|
|
Work Experience
|
|
|
|
At least ten (10) years (five (5) years with a Bachelor’s degree) of progressively responsible professional and managerial experience in computer information systems and technology, including experience in developing and overseeing large centralized and globally distributed institutional systems, of which four (4) years should have been in the public/private sector, functioning at the at the management level, with sound knowledge of international ICT practices and regulations, is required. Four (4) years field experience in United Nations common system field operations, inclusive of Peacekeeping and Special Political Missions, UN Agencies, Funds and Programmes, is desirable. Experience in carrying out administrative functions of a Unit/Section, which would include preparation of budget/cost estimates, reporting on budget/programme performance, procurement of goods and services along with contract management, and the recruitment of staff, is desirable.

Languages
|
|
|
|
French and English are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; Knowledge of another UN official language is desirable.
|
|

Assessment
|

|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
