|
This position is located in the Internal Audit Division (IAD) of the Office of Internal Oversight Services (OIOS) and is under the supervision of the Director. OIOS has proposed for the redeployment of this post to Entebbe, Uganda with effect from 1 July 2014, subject to General Assembly approval. The incumbent of the post is expected to be based in Entebbe if the redeployment is endorsed. The incumbent will oversee the team responsible for coordinating and supervising the work programme of the IAD Peacekeeping Service in Central and Eastern Africa.

Responsibilities
|
|
|
|
The Chief of Peacekeeping Audit Service is responsible for the following: • Coordinates and supervises the work programme of the IAD Peacekeeping Audit Service related to peace operations in Central and East Africa. • Develops an annual risk-based audit plan of the sections under his/her supervision in consultation with OIOS’ senior management. • Ensures the timely and effective execution of the audit plan, ensuring the efficient utilization, management and development of staff under his/her supervision. • Maintains contact with appropriate senior managers to discuss audit plans, audit results and the client related views and concerns. • Takes part in identifying resource requirements for the Peacekeeping Audit Service, including initiation of recruitment, assessments and assignment of staff, preparation of budgets, and monitoring budget status, etc. • Oversees audit work and ensures that assignments are conducted in accordance with (i) approved audit work plans and budgets; (ii) OIOS policies and procedures; and (iii) the Internal Standards for the Professional Practice of Internal auditing followed by OIOS. • Reviews draft and final audit reports, and other audit-related documents, and provides sufficient guidance and supervision to the audit staff. • Assists with establishing operating guidelines, internal audit manuals, lines of authority, work objectives, priorities of reporting and provides sufficient guidance and supervision to audit staff. • Represents the Service within the United Nations and other organizations as necessary. • Carries out other tasks as may be assigned by the IAD Director to ensure the efficient and effective implementation of IAD work programmes.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in auditing, finance, business administration, accounting or a closely related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. Professional certification as a Certified Public Accountant (CPA), Chartered Accountant (CA), Certified Internal Auditor (CIA), Certified Information Systems Auditor (CISA), or equivalent is desirable.

Work Experience
|
|
|
|
A minimum of 15 years of progressively responsible experience in auditing of which at least 5 years must be at the management level.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of other UN official languages is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
This post is financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval.
