The position is located in the Office of Programme Planning, Budget and Accounts (OPPBA), Department of Management (DM). The incumbent reports to the Director, Programme Planning and Budget Division.
|

|
Responsibilities
|
|
|
|
Within delegated authority, the incumbent is responsible for the following duties:
• Conceptualizes, develops strategy for and oversees the design and implementation of major systems initiatives related to the budget; manages/oversees multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases, web applications and highly complex system integration and linkages.
• Provides authoritative technical and policy advice to senior managers on systems development in the areas of Budget planning and formulation in a changing business environment and the implications of various alternatives, on business applications and other related issues; identifies and plans for future needs; develops and disseminates best practices.
• Develops and monitors performance measures; ensures that projects meet established time and cost parameters and standards of technical quality.
• Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work.
• Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment.
• Leads and directs teams, which may include direct or indirect project resources; plans and allocates work assignments; prepares develops and administers training programs.
• Conducts needs assessments and benchmarks; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent information systems.
• Prepares and monitors the budget, work program, and spending plan for the project where applicable.
• Leads and manages the review and design of business processes related to budget planning, formulation, implementation and organizational management for extra budgetary resources. Designs and develops harmonized processes for extra budgetary and assessed budget areas. Pro-actively identifies risks and challenges and communicates them to senior management with a proposed solution for resolution.
• Coordinates policy development; reviews the assessments of issues and trends, preparation of evaluations or research activities and studies.
• Directs substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations
• Collaborates with other Departments and Offices to ensure solution integration to meet the requirements of the Organization and its constituency.
The incumbent will be required to provide stand-by services during the weekend, holidays and outside normal working hours.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in computer science, information systems, business administration, mathematics, statistics or related field is desired. (A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree). Certification in IT standards for project - and service management such as PRINCE2 and ITIL is desirable.

Work Experience
|
|
|
|
• A minimum of ten years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems or related area is required.
• At least two years of experience in client interaction, including leading gathering and formulation of business- and functional requirements, client management and business process analysis and design in budgeting, or organizational management is required.
• At least two years of experience with client-server architectures, relational databases such as Oracle PL/SQL, SQL Server, DB2 and Business Objects or Business Intelligence and knowledge of SAP, or related systems is required.
• At least two years of specific experience in the design, development and implementation of planning, administration and management of positions and organizational management tools and processes is required.
• Experience in managing IT resources and partners, including internal teams, remote teams and external partners, is required.
• Experience in United Nations budgetary and finance processes and accounting standards is highly desirable.
• Experience in UN budgeting information system (UNBIS) and the integrated management information system (IMIS) is highly desirable.

Languages
|

|
|
English and French are the working languages of the United Nations Secretariat. For this post fluency in oral and written English is required. Knowledge of another official UN language is an advantage.
