This position is located in the Department of Economic and Social Affairs, Office for ECOSOC Support and Coordination, Development Cooperation Policy Branch. The Programme Officer reports to the Chief of the Branch.
|

|
|
Responsibilities
|
|
|
|
Under the overall supervision of the Chief of the Development Cooperation Policy Branch, the Programme Officer will be responsible for the following duties:
• Conduct substantive and organizational preparations for the Development Cooperation Forum of the United Nations Economic and Social Council (ECOSOC).
• Conduct policy analysis and develop policy recommendations on development cooperation; Monitor, research and analyze issues and trends in development cooperation including aid quantity, quality and coordination as well as impact of various policies on development goals.
• Draft reports of the Secretary-General on development cooperation trends and policies, analytical background papers, studies, substantive inputs to publications as well as speeches and notes for senior level officials.
• Provide substantive support to ECOSOC and its Development Cooperation Forum, international and regional preparatory symposiums and other conferences, including proposing agenda topics, identifying participants, preparing documents and presentations, drafting aide memoires and programmes.
• Liaise with partner organizations to ensure coordination and follow-up actions on the programme of work.
• Participate in international, regional and country level meetings on behalf of the Branch.
• Initiate and coordinate outreach activities.
• Coordinate work related to the funding of activities.
• Support junior staff, reviewing their work and providing feedback.
• Perform other duties as required, including a variety of administrative tasks necessary for the final delivery of the work of the Branch.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
|

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Experience in research and drafting of analytical reports on development or development cooperation is required. Experience at the international level is required. Experience in servicing intergovernmental bodies is desirable. Experience in the delivery of development cooperation is desirable.

|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
|
