The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the United Nations Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by providing administrative, conference and information services (www.unon.org). This post is located in the Office of the Director, Division of Administrative Services, (DAS) at the Nairobi duty station.

Responsibilities
|
|
|
|
Under the direct supervision of the Director, DAS, the incumbent will perform the following functions: 1. Human Resource Management: Initiate and coordinate actions covering the entire span of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, vacancies, job classification reviews, separation of staff members, training; Provide expert advice with respect to conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations; Represent the Division at Departmental Panels and appointment bodies; Reviews post incumbency reports for purposes of vacancy management and staffing table control; Lead, oversee and coordinate the preparation and implementation of the work program and budget to ensure compatibility with work priorities and objectives, taking into account the most effective use of resources. 2. Budget and Finance: Initiate and conduct studies to improve budget reporting systems and cost-effective utilization of program resource; Monitor and control budgetary allocations through regular reviews; drafts routine and ad hoc outputs; and provide effective monitoring reports and data; Identify deviations from plans and proposes corrective measures; Establish and maintain a set of sound policies, procedures, standards and tools which are consistent with UN policy and practices. 3. General Administration: Implement and monitor support services, including procurement of supplies and services; transport, travel and, communications, engineering and information technology support; and provision of local utilities and service requirements; Supervise staff team and/or provide advice to others on human resource administration, financial administration and management information issues and practices to colleagues; Produce major/complex reports for management; Provide expert guidance and leadership to more junior staff. 4. Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in administration, finance, accounting, human resources management or related field. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
|

This position is funded for an initial period of one year and may be subject to extension. Staff members are subject to the authority of the Secretary-General and to assignment by him or her.
