The post is located in the Office for the Coordination of Humanitarian Affairs, in Geneva within the Coordination and Response Division. The Humanitarian Affairs Officer reports to the Senior Humanitarian Affairs Officer/Chief of the Humanitarian Leadership Strengthening Unit.

Responsibilities
|
|
|
|
The objective of the Humanitarian Affairs Officer is to ensure that Resident Coordinators (RCs), Humanitarian Coordinators (HCs) (the most senior United Nations officials in most field duty stations) and other identified senior United Nations (UN) leaders have the necessary knowledge and skills to effectively perform humanitarian coordination leadership functions. The incumbent does so by identifying, developing and providing learning opportunities to RCs, HCs and other identified senior UN leaders in cooperation with Inter-Agency Standing Committee (IASC) partners (UN agencies, funds and programs, Non-Governmental Organisations, Red Cross/Red Crescent movement, and International Organisation for Migration) and other UN bodies such as the United Nations Development Operations Coordination Office, the Department of Peacekeeping Operations, the Department of Political Affairs, the Department of Safety and Security, and the United Nations Development Programme.
Within limits of delegated authority and the area of responsibility, the Humanitarian Affairs Officer will fulfil the following main functions: Develop and regularly update a strategic plan for humanitarian coordination leadership strengthening; Develop professional development, learning and training activities on humanitarian issues for RCs, HCs and other identified senior UN leaders in coordination with IASC partners by: liaising and consulting with partners, identifying learning objectives, designing learning programmes and interventions, producing learning and professional development materials, i.e. session outlines and facilitators' guide identifying qualified facilitators, resource persons and presenters and providing guidance and support to their work, integrating best practices and new policies and practices into programmes. Oversee the organisation of workshops, professional development and other learning events on humanitarian issues for RCs, HCs and other identified senior UN leaders by providing guidance to the training assistant and other team members. Facilitate workshops, professional development and other learning events on humanitarian issues for RCs, HCs and other identified senior United Nations leaders. Manage the members of the leadership development team to ensure that workplan objectives are achieved and assist in any other matters related to HC strengthening, when necessary. Performs other relevant duties as requested by the supervisors.

Competencies

|
|
PROFESSIONALISM: Sound understanding of humanitarian coordination and leadership functions, the Resident Coordinator (RC) system and the humanitarian architecture (including UN, NGOs, Red Cross/Red Crescent Movement); Knowledge of learning and training methodologies and organisational development. Sound knowledge of and exposure to a range of humanitarian assistance, protection and human rights issues, strong analytical capacity and in particular the ability to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response; ability to identify issues and to use sound judgment in resolving a wide range of problems; including ability to evaluate and integrate information from a variety of sources to assess the impact of the humanitarian situation in assigned country/area.
PLANNING AND ORGANINSING: Ability to develop clear goals that are consistent with agreed strategies; ability to foresee risks and allow for contingencies when planning; and, ability to identify priority activities and adjust them as required.
MANAGING PERFORMANCE: Ability to delegate the appropriate responsibility, accountability and decision-making authority; ability to ensure that roles and reporting lines are clear to each staff member; ability to monitor progress against milestones and deadlines; and, ability to judge the amount of time and human resources needed to accomplish a task and match task to skills.
ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
At least seven (7) years of progressively responsible experience in training and professional development or related area that includes specifically leadership development is required. Experience in working with senior leaders. Experience in humanitarian affairs is highly desirable. Experience within the UN common system is desirable. Field experience in complex emergencies or natural disasters is desirable.

Languages
|
|
|
|
English and French are working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of French is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
|

Special Notice
|
|
|

Extension of the appointment is subject to extension of the mandate and/or the availability of the funds. The initial location of this position is Geneva and the post may/will move to New York subject to the exigencies of service. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
