This post is located in the Human Resources Management Service (HRMS), Division for Management (DM) of the United Nations Office on Drugs and Crime (UNODC) and the United Nations Office at Vienna (UNOV) in Vienna, Austria. The Human Resources Officer reports to the Chief, Staff Administration Unit (SAU) of HRMS.

Responsibilities
|
|
|
|
Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties:
· Provide advice and support to managers and staff on human resources-related matters;
· Prepare special reports and participate and/or lead special human resources projects;
· Keep abreast of developments in various areas of human resources;
· Provide advice on the interpretation and application of policies, regulations and rules, and provide advice on exceptions to same;
· Administer and advise on salary and related benefits, travel, and social security entitlements;
· Determine, recommend and certify benefits and entitlements for staff on the basis of contractual status;
· Review policies and procedures and recommend changes as required;
· Advise and counsel staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements;
· Analyse requests for review of administrative decisions and statements of appeal; prepare draft replies;
· Participate in various meetings and serve as ex officio in various administrative bodies on behalf of HRMS;
· Supervise and coordinate the local implementation of the United Nations' new ERP software Umoja in the area of human resources;
· Supervise a team of support staff;

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in human resources management or relevant administrative field, preferably in the area of staff administration, benefits and entitlements is required. Relevant experience in a United Nations common system organization or similar international organization is required. Experience in the implementation of an Enterprise Resource Planning (ERP) system and working experience with the Integrated Management Information System (IMIS) is desirable. Supervisory experience is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. Fluency in English, i.e. both oral and written proficiency, is required. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
Special Notice

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
