This position is located in the Strategic Planning Unit (SPU), Public Affairs and Policy Support Branch (PAB) in the Division for Policy Analysis and Public Affairs (DPA) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. Responsibilities
|
|
|
|
The Programme Management Officer (& Inter-Agency Affairs Officer) will be responsible for the following duties:
• Coordinate policy development, in particular by identifying strategic priorities for UNODC’s engagement with other UN agencies, international organizations and regional bodies, including the review and analysis of issues and trends, preparation of evaluations and recommendations for research activities and studies. Propose policy direction and operational interventions by the Office, based on analysis of the evolution of the drug and crime problem globally.
• Support the Executive Director, UNODC, the Director of DPA, the Chief of PAB and other senior managers, as appropriate, in the preparation and follow-up of inter-agency affairs issues. Support the Executive Director in ensuring meaningful engagement with entities in the UN system through effective participation in the Chief Executives Board for Coordination (CEB) as well as the Chief of PAB as UNODC's representative in the High-Level Committee on Programmes (HLCP).
• Provide advice and support to senior managers on key modalities for mainstreaming UNODC mandates into the UN system at large paying particular attention to key interagency mechanisms.
• Perform consulting assignments, in collaboration with key internal and external partners, by planning interactive sessions and assisting in developing memoranda of understanding and action plans. Provide substantive backstopping to consultative and other meetings, conferences to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
• Manage the secretariat of the Programme Review Committee (PRC) and oversee the review of programme and project documents prior to their submission to the PRC to ensure that they are in line with the agreed policies and strategies and the Office's operational priorities.
• Develop, implement and evaluate assigned programmes/projects, etc.; monitor and analyze programme/project development and implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions. Coordinate activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepare related documents/reports (pledging, work programme, programme budget, etc.).
• Research, analyze and present information gathered from diverse sources and translate policies into specific tasks for work units of UNODC. Organize and prepare written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
• Initiate and coordinate outreach activities; conduct training workshops, seminars; make presentations on assigned topics/activities.
• Lead and/or participate in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
• Coordinate work on developing a knowledge management system for UNODC, guiding the consultation process and liasing with other UN agencies in order to ensure systems are aligned and compatible with other UN system knowledge networks.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in political science, international relations, business administration, social sciences or related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in project or programme management, inter agency affairs, administration or closely related area, is required. Work experience with the United Nations System and United Nations inter-agency affairs is highly desirable. Experience in strategic planning and partnering and related negotiations is an asset. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an advantage.

Evaluation of qualified appllicants may include an assessment exercise which may be followed by a competency-based interview.
