|
This position is located within the Financial Resources Management Service (FRMS) at the United Nations Office at Geneva. The work is part of a dedicated team to provide accounting, payments and treasury services. It is under general supervision of the Chief of Treasury.

|
|
Responsibilities
|
|
|
|
Within delegated authority, the incumbent will be responsible for the following duties:
•Provides authoritative interpretation of requirements for handling banking and payment transactions.
•Coordinates and supervises the processing of payments related to payroll, government and vendor claims, and travel.
•Analyses accounts and reviews/evaluates regular financial reports. Identifies problem transactions and irregularities in related accounts, resolving them in a timely and effective manner. This would include fund transfer investigations related to payments.
•Approves/Confirms that proposed obligations or expenditure for services, facilities supplies and equipment expenses, as well as those pertaining to personnel, are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments. These functions relate primarily to low value purchases in this function.
•Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. Main focus is on payment, banking and cash management controls.
•Assists, prepares or consolidates financial reports for cash balances, investments and management information. Analysis of reports generated by central treasury in New York for local purposes.
•Provides advice and guidance concerning the United Nations’ Financial Regulations and Rules and Accounting Instructions. Particular focus in on cash management guidance and to support local offices.
•Monitors, analyses, and approves transactions for entry into the accounting and cash management systems.
•Keeps abreast and provides guidance on the procedures associated with payments, banking and cash management in relation to the Enterprise Resource Planning management systems.
•Defines requirements and works with systems units (IT) with respect to maintenance of entire payment workflow processes.
•Participates in the development of accounting policies.
•Provides information needed to respond to audit findings.
•Performs other related duties as required.

Applies specialised expertise in providing accurate and complete accounting information. Successfully manages a complete accounting operation. Assesses effectiveness of internal control mechanisms to identify methods for improved coordination and efficiency between interrelated financial management systems of the Organisation. Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is highly desirable.

Work Experience
|
|
|
|
A minimum of five years of progressively responsible professional experience in accounting, finance, budget, treasury, or accounts payable. Specific experience in payment and cash management functions is desirable. Supervisory experience is desirable.
|
|
|
|
Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|
|
|
|
A written test may be conducted. Only candidates who have successfully passed the written exam will be invited to a competency based interview.
|
|
|
|
