|
The United Nations Department of Safety and Security (UNDSS) is responsible for providing
leadership, operational support and oversight to the United Nations Security Management
System (UNSMS) to enable the safest and most efficient conduct of the programmes and
activities of the United Nations System. This post is located within the Training and
Development Section (TDS) of the Field Support Service (FSS) of UNDSS in New York.
The post reports to the Chief, TDS.

Responsibilities
|
|
|
|
Under the direct supervision of the Chief of TDS, the Training Officer (Coordination) will be
responsible for the coordination of appropriate training and learning activities between TDS
and the Division of Headquarters Security and Safety Service (DHSSS) (including the Safety
and Security Service (SSS) training sections at Headquarters locations, the Mission Support
Unit, Offices Away from Headquarters (OAHs), Tribunals, Regional Commissions (RC) and
the training sections of the Department of Peacekeeping Operations (DPKO) / Department of Field Support (DFS) and DPKO/DFS supported missions. He/she will be the subject matter expert in TDS for firearms and non-lethal weapons training and responsible for carrying out the following duties: a) Lead the development and implementation of standardized firearms and non-lethal weapons training/learning and qualifications programmes throughout the United Nations System through consultation with DHSSS, SSS training units, the Mission Support Unit and peacekeeping missions. b) Participate in the Joint Working Group on Weapons Training on behalf of TDS. c) Consult with and advise peacekeeping missions on security and safety training related issues in accordance with UNDSS, TDS, criteria and responsibilities. d) Function as the Programme Manager for the Close Protection Officers Course (CPOC) to deliver, implement and review Close Protection Officer (CPO) training, and CPO Instructor training to include the CPOC and the associated Instructor Certification Programme (ICP), to ensure that required equipment and supplies are procured and that purchases and deliveries are followed-up, assignments are completed and all documents and transactions are finalized. e) Plan, prepare, design and deliver training and learning programmes in accordance with TDS learning needs analysis and best practices to include CPOC, ICP, Training of Trainers (ToT), Basic First Aid (BFA) and other security related learning programmes. f) Coordinate the annual 'member states workshop' to review global best-practices for Close Protection. g) Manage the budget for CPOC and ICP, including assessing alternative venues and partnerships to ensure the most cost-effective delivery of the CPOC programme. i) Ensure that analysis and regular audit of all training operational activities are conducted. j) Ensure compliance with established policies and procedures in support of DSS, TDS training goals.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, international relations or related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree. A Police and/or Military War college or Senior Course is an asset. Relevant certification of specialized training or license, such as military and police academy diplomas, may be accepted in lieu of a recognized degree.

Work Experience
|
|
|
|
Minimum of five years of progressively responsible experience in military service, police, judicial, investigative (private or public) security, air marshal services, coast guard or other Rule of Law capacity that requires routine use of weapons is required. At least three years’ experience as a qualified weapons instructor in a military, police or civilian context is required. Experience in managing, coordinating and implementing a flexible and sizeable training / learning programme is required including experience in all aspects of firearms training, firearms qualifications and corrective measures for remedial firearm training is required.

Languages
|
|
|
|
English and French are the working languages of the UN Secretariat. For this post, fluency in
English (both oral and written) is required. Knowledge of another UN official language is
desirable.
