|
This position is located in the Asia and the Pacific Division of the Department of Political Affairs. The incumbent reports to the Chief of the Division.
|
|
|
|
Responsibilities
|
|
|
|
Under the supervision of the Division Chief, the incumbent:
1. Develops vision and direction for the team’s work and creates the conditions to allow its implementation; acts as team leader on Divisional priority areas; provides substantive guidance for professional and administrative staff members within the team, as well as carrying out individual assignments, on peace and security issues related to the priority areas of the Division.
2. Monitors political developments in Divisional priority areas, including Northeast Asia and the Pacific region, the incumbent manages, coordinates, organises and supervises research on a variety of political issues in the region and/or country, or conflict; formulates political strategies; initiates and carries out in-depth analyses and studies on complex political developments, cross-cutting issues and current trends and problems with a view to providing early warning advice to the Secretary-General, the Under-Secretary-General/Assistant Secretary-General for Political Affairs, as well as policy options for conflict prevention and resolution, and post-conflict peace building.
3. Assumes responsibility for preparing and reviewing draft briefing papers, briefing notes and talking points for the Secretary-General and other senior officials, and assists in preventive diplomacy and conflict resolution efforts.
4. Takes initiatives to plan and implement operational activities related to the work of the Division and the Department; incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity and a gender perspective into the policy, planning and operational activities of the team and the Division.
5. Follows up on meetings/decisions of the Security Council, the General Assembly and other inter-governmental committees and bodies related to his/her area of work and leads or participates in fact-finding, preventive diplomacy or peacemaking missions as requested by the Secretary-General or the Under-Secretary-General.
6. Provides timely guidance on political issues to heads of UN offices in the region and liaises with Permanent Missions to the UN of assigned countries, other UN Departments, agencies and programmes, international organizations and academic institutions.
7. Acts as a Deputy to the Chief of the Division, responds to programming, budgeting and performance reporting requirements of the Division, as well as recruiting and mentoring of new staff, and performs other related duties as required/requested.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) degree in political science, international relations, international economics, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area. Experience at national and international levels in advisory and managerial positions is required. Experience in political analysis related to conflict prevention and conflict resolution, and engagement in the Asia Pacific region is required. Work experience related to peace and security issues in North-East Asia and the Pacific region, as well as practical field work in the region is desirable.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of a second official United Nations language is an advantage. Knowledge of languages spoken in the Asia Pacific region is an advantage.
|

Assessment
|

|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
