The incumbent leads the Stabilization and Recovery Section under the direct supervision of the Deputy Representative of the Secretary-General/Resident Coordination/Humanitarian Coordinator (DSRSG/RC/HC). The position is located in Bamako with frequent travel to northern Mali. The Principal Officer will oversee specialists in coordination, monitoring and evaluation, and return, recovery and integration. A substantial portion of the staff will be based in MINUSMA's field offices in Northern Mali.

Responsibilities
|

|
|
Background: The Office of Stabilisation and Recovery focuses on assisting the Government, local communities and the United Nations Country Team (UNCT) deliver early recovery and stabilization programmes effectively, whilst also supporting the articulation of longer term development plans that build on the immediate benefits delivered by these programmes. Under the overall direction of the DSRSG/RC/HC, the Stabilization and Recovery section is responsible for coordinating the Mission's and the UNCT's efforts in developing early recovery strategies and related programme delivery frameworks including the development of the next iteration of the United Nations Development Assistance Framework (UNDAF), donor coordination and advocacy initiatives, overseeing the Mission's quick impact projects development and coordinating the United Nations efforts with the Government's Plan for Sustainable Recovery 2013-2014. The office will oversee stabilization and recovery trust funds for northern Mali managed by the UN. The Office ensures effective coordination between MINUSMA and the UN Country Team, supports close collaboration with national and international partners, and promotes coherence of effort and effective targeting and management of priority programmes with emphasis on early recovery to support peace consolidation. Central to this is the ability to monitor and assess the impact of United Nations programmes on the ground, allowing the adjustment and scaling up of successful initiatives to ensure meaningful impact and equitable distribution of socio-economic gains are realised within beneficiary communities. In doing so, the Office also works closely with the other elements of MINUSMA, the Heads of Field Offices, Civil Affairs, and Disarmament, Demobilization and Reintegration teams at both the national and regional levels.
Responsibilities: •Leads, supervises and carries out the work programme of the Stabilization and Recovery office and integrated UN teams under his/her responsibility, notably on all matters related to (i) stabilization and recovery, (2) aid coordination (UN and donor); (3) monitoring, evaluation and assessment, and (4) Trust Fund and QIPs. •Leads the day-to-day management of the work carried out by the different sections of the office, in close liaison with other divisions within MINUSMA and agencies of the UNCT, notably UNDP.• Co-ordinates and oversees the preparation by the office of reports on programmatic/ substantive issues, as appropriate. •Ensures that the outputs produced by the office maintain high-quality standards; that reports are clear, objective and based on comprehensive data. • Advises the DSRSG/RC/HC and prepares the work programme of the office, determining priorities, and allocating resources for the completion of outputs and their timely delivery.• Initiates and leads partnership building and resource mobilization for the office and UN work in early recovery and stabilization.•Oversees the programmatic/administrative tasks necessary for the functioning of the office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for resultsbased budgeting.•Recruits staff, taking due account of geographical and gender balance.• Manages, guides, develops and trains staff under his/her supervision.•Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives

Education

Advanced university degree (Master’s degree or equivalent) in political or social sciences, international relations or law, history or economics or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of fifteen years of progressively responsible experience in political, civil or humanitarian affairs, post-conflict recovery and/or development, programme management, or a related field is required. A proven track record of leadership in multi-cultural settings, including management and coordination of large multi-disciplinary teams, is required. A minimum of two years of experience in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) in a conflict or post-conflict setting is required. Extensive experience in leading and supporting UN inter-agency coordination processes is required. Demonstrated experience with donor coordination, partnership building, and resource mobilization is required. Extensive experience developing and implementing advocacy campaigns to promote policy change with Government or Civil Society is required.
