The position of the Humanitarian Affairs Officer (Partnerships) is located within the Common Humanitarian Action Planning Section (CHAPS) within the Programme Support Branch (PSB) of the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), based in Geneva, Switzerland.
|

|
Responsibilities
|
|
|
|
Under the overall supervision of the Head of the System-wide Advocacy and Resource Mobilization Unit (SWARM), the incumbent will have the following responsibilities:
• Strengthen existing relationships with and serve as a focal point for a group of priority partners (Member States, United Nations, and Non-Governmental Organizations) to achieve stronger strategic engagement in increasing and coordinating funding;
• Monitor and provide advice on interaction with those partners;
• Facilitate the Office’s inputs for partner consultations/regular meetings as required;
• Develop key networks with new partners to achieve a broader donor and partner base. This would entail devising specific and tailor-made strategies for outreach to a number of organizations, and prepare and maintain profiles as relevant.
• Develop and contribute to a central database of partnership profiles;
• Serve as the focal point in the Section for one or more cross-cutting thematic issues;
• Draft policy papers as requested by the Chief of Section and the Head of the Unit;
• Replace or provide support to colleagues in the Section as necessary.

Knowledge of humanitarian issues in general and OCHA’s mandate in particular is a requirement. Comprehensive knowledge and proven understanding of external and donor relations will be an asset. Ability to undertake research and conduct analysis with minimal supervision and to convey ideas, both orally and in writing, in a logical and convincing fashion. Ability to work under pressure and in a culturally diverse environment; flexibility, initiative, dependability are important qualities. Knowledge of the UN system and institutional mandates is a requirement. Comprehensive knowledge and proven understanding of External and Donor relations will be an asset.

Education
|
|
|
|
Masters degree in international relations, political science, social science, law or related field. A first level university degree with qualifying work experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
Minimum of five ( 5) years progressively responsible professional experience, of which at least three in humanitarian affairs, emergency preparedness, crisis management, or related area, and two years at the international level. Experience working in external relations and/or partnerships with Member States and/or Regional Organisations for UN or non-UN programmes is an advantage.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the UN Secretariat. For this post, fluency in written and spoken English is a requirement, and knowledge of French and any additional UN languages is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
|
|
|
