This post is located in the Web Development Unit of the Web Services Section of the News and Media Division of the Department of Public Information. Under the general guidance of the Chief of the Web Services Section (WSS), the incumbent reports to the Chief of Web Development Unit.

|
Responsibilities
|
|
|
|
Within limits of delegated authority, the Information Systems Officer is responsible for the following duties:
• Undertakes projects involving design, development and implementation of new, moderately complex multilingual web content management systems in support of the main UN Secretariat public facing website (www.un.org), as well many client sub-sites. Using Agile and Scrum development methodologies, participate as a member of a development team with responsibility for major components of more complex web based systems that support the www.un.org web operations.
• Maintains, upgrades or enhances existing legacy web publishing systems; troubleshoot and provide continuing systems support, to include resolving difficult operational problems, advising management on the use of new techniques and processes, monitoring transactions to measure website performance and continued effectiveness and security of assigned web content management systems in coordination with OICT and other technology partners.
• Develops and maintains web solutions that provide integration of the rich DPI digital products, such as audio, video, photo, etc. with web content management publishing systems using advanced web service interfaces with other interrelated digital publishing systems such as Media Asset Management System (MAMS), and content retrieval systems such as enterprise search engines, ensuring multilingual capabilities are fully supported; appropriate data security and access controls are implemented and maintained.
• Works with supervisor and Chief of WSS, the six language unit experts in WSS, client focal points and other DPI and Secretariat information technology areas, such as OICT, to solve complex IT issues, provide specialized advice to end-users, enhance multilingual web development standards and technologies in order to help coordinate interrelated web development activities, identify needs, and explain Internet based web opportunities and limitations.
• Communicates with internal and external vendor help desk services by creating and following up on service tickets; interacting with service providers support staff when necessary;
• Manages and retrieves statistical data from web tracking and analytics systems and facilitate reporting by filtering the data to enable useful and actionable information from the gathered data.
• Prepares and compiles technical documentation, manuals and procedures, train staff and clients in assigned systems, as well as maintain quantitative data to support managers and clients to justify the return of investment on NMD IT systems applications.
• Develops disaster recovery plans for assigned systems and ensure appropriate planning and training of those responsible.
• Research, analyzes and evaluates new technologies and make recommendations for their deployment.
• Provides guidance to, and may supervise, new/junior staff, consultants, etc.
• Discharges other duties, as may be required.

Competencies

PROFESSIONALISM
• Knowledge of all aspects of the design, development, management, implementation and maintenance of complex web projects using open-source web content management systems and technologies, especially Wordpress and Drupal, including underlying technologies such as Apache web server and MySQL database;
• Understanding of a range of computer applications and development paradigms related to a distributed website architecture, web service interface concepts and design and multiplatform digital content integration, particularly in a multilingual environment;
• Understanding of taxonomical concepts, content classification and dynamic presentation of content including search;
• Understanding of cloud computing and demonstrated ability to work in a cloud based environment;
• Knowledge of several high level web programming languages (PHP, ASP, ASP.NET, HTML, CSS etc.) and significant exposure to and demonstrated proficiency in all aspects of programming and analysis, including structured/object oriented design, relational systems (MS-SQL/MySQL), web-platforms (Linux/Apache/Windows), scripting (Javascript/jQuery, Perl, Linux shell scripts) and query languages;
• Strong analytical and problem-solving skills, to include proficiency in the development and implementation, administration and support of systems of moderate size/complexity.
• Knowledge of organization’s information infrastructure and IT strategy as it relates to web development and integration of social media and mobile platforms; independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems, including troubleshooting, and improvements and upgrades to existing systems.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with additional two (2) years of qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of complex web-based computer information systems or related field.
Experience designing secure dynamic database driven multilingual websites (left-to-right and right-to-left languages) is required. Experience building websites using Wordpress and/or Drupal on LAMP-systems is desirable. Experience developing with ASP.NET on IIS is desirable.

Languages
|
|
|
|
English and French are the two working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN Official language is desirable.
