|
The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The overall objective of the UNEP's Division of Technology, Industry and Economics (DTIE) is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities.
This post falls under the Resource Efficiency sub-programme. The focus with resource efficiency and Sustainable Consumption and Production (SCP) in both developed and developing countries is on achieving increased understanding and implementation by public and private decision makers and civil society of policies and actions for resource efficiency and sustainable consumption and production.
This post is located in UNEP/DTIE in the Regional Office for Asia and the Pacific (ROAP) at the Bangkok duty station.

Responsibilities
|
|
|
|
The incumbent will be under the direct supervision of the UNEP Regional Director for Asia and the Pacific (ROAP). Within delegated authority, the incumbent will be responsible for the following duties:
Policy:
• Serve as a senior policy officer, advising UNEP, and particularly the Sub-programme Coordinator for Resource Efficiency, on overall policy direction and country needs in the region that require UNEP attention.
• Serve as the primary UNEP focal point in the region on capacity building and access to technology in the area of resource efficiency; keep abreast of, analyse and report on latest developments related to resource efficiency; liaise with other UN specialized agencies in the field of resource efficiency, officials in regional and national governmental entities, major groups and international organizations, among others;
• Prepare regional strategies to develop capacities at national, regional and, increasingly at city levels, to put in place the enabling policy frameworks and economic instruments that promote resource efficiency, sustainable consumption and production, and a green economy in the context of sustainable development and poverty eradication. Organize follow-up work in the region, including inter-agency technical review meetings to support policy development work and decision-making on important issues; ensure the implementation of recommendations emanating from relevant reports.
Coordination:
• Coordinate the regional input into UNEP’s programming related to capacity building support and access to technology within resource efficiency; ensure necessary support (such as staff, funding, specialized equipment, supplies, among others); prepare situation reports to the international community.
• Coordinate UNEP’s work in the region, in collaboration with the relevant UNEP division(s) and the Sub-programme Coordinator for Resource Efficiency, to promote resource efficiency in the internal management practices of the business and financial community, in large as well as small and medium-sized companies; conduct life-cycle assessments, share knowledge of environmentally sustainable technologies and best practices, and provide benchmarking that contributes to the elaboration of voluntary or regulatory international norms and standards, support corporate social responsibility (CSR) and sustainability reporting; develop region and country-specific recommendations based on the analysis of pertinent information.
• Facilitate a coordinated approach in the region in the area of capacity building and technology transfer in resource efficiency and assist in the integration of resource efficiency considerations in the development and implementation of national and regional development strategies within the UN system for international assistance; advise on the proper use and spending of related donor contributions, channelled through UN system-wide efforts.
• Ensure appropriate monitoring and reporting on UNEP’s role in capacity building and access to technology within the region.
Partnerships:
• Establish and maintain contacts with counterparts, senior officers and technical staff in relevant Secretariats, other UN specialized agencies, representatives and officials in regional and national governmental entities, major groups and international organizations, among others; ensure appropriate mechanisms to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to resource efficiency matters.
• Organize and participate in relevant work groups, meetings, conferences, consultations with other agencies and partners on resource efficiency related issues.
• Establish strong partnerships with UN sister agencies and MEA secretariat focal points in the region, as well as external partners to leverage capacity building support and facilitate access to technology on resource efficiency issues, particularly with and in support of the resource efficiency-related MEAs.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in environment or development related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|

|
|
Work Experience
|
|
|
|
A minimum of seven (7) years of progressively responsible experience in the fields of capacity building and transfer of technology.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of French is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates for this position may include a substantive assessment which will be followed by a competency-based interview.
