The position is located within the United Nations Office on Drugs and Crime (UNODC) Regional Office for West and Central Africa (ROSEN) in Dakar, Senegal. Under the overall guidance of the Regional Representative for West and Central Africa and the technical guidance of the Law enforcement Expert (Head, Organized Crime, Illicit Trafficking and Terrorism), all based in Dakar, the Programme Coordinator will be in charge of coordinating all segments of the project “Establishment of real-time operational communication between international airports in Africa, Latin America and the Caribbean” (AIRCOP).

Responsibilities
|
|
|
|
The incumbent will be responsible for the following tasks:
• Serve as the lead of the AIRCOP project, which currently covers Africa, Latin America and the Caribbean, and as focal point vis-à-vis other UNODC Sections and Field Offices, as well as external actors. The incumbent will keep abreast of the developments in organized crime and illicit trafficking in the three regions currently covered by the project. S/He will liaise closely at strategic level with the UNODC Regional Offices concerned as well as relevant Branches and Sections at the Headquarters in Vienna, as well as with Interpol, the World Customs Organization (WCO), and other relevant regional law enforcement and security forums within the regions concerned with the project.
• Guide and coordinate the AIRCOP Project Teams in Latin America and Africa, composed of two international Law Enforcement Experts, National Project Officers, Consultants and Assistants.
• Act as coordinator for the AIRCOP project; monitor and analyse the development and implementation of the programme; consolidate annual detailed workplans including estimated budget and attribution of responsibilities; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions; contribute to fundraising activities.
• Prepare all correspondence linked to the implementation of the project and follow up on them; organize and prepare a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, enforcement strategies, policy proposals and documents, studies, summary reports, manuals, toolkits, guides etc. Prepare/review any substantive documents required by the implementation of the project, notably for Project Steering Committees. Prepare/review/consolidate all narrative reports due within the implementation of AIRCOP.
• Monitor developments related to organized crime and illicit trafficking (of drugs, firearms, human beings and commodities) in the regions covered by the project.
• Liaise with relevant regional and international counterparts at strategic level with a view to facilitate the delivery of UNDOC technical cooperation within the framework of AIRCOP and avoid duplication and overlapping of activities. Liaise with the implementing partners and the donors to ensure the smooth implementation of the project, especially with regards to their input to the project steering and decision-making body. In coordination with the other AIRCOP regional Programme Officers, liaise with the national authorities regarding the creation of Joint Airport Interdiction Task Forces at the international airports covered by the project.
• Participate in the recruitment of personnel for ROSEN and its Programme Offices by participating in panel interviews, by evaluating candidates' applications and qualifications, by drafting/finalizing substantive recommendations and reports for submission to HRMS and/or Central Review bodies, by drafting terms of reference/job descriptions, etc.
• Lead UNODC fund-raising efforts to further expand AIRCOP to other regions of the world and provide increased support and services to existing project locations by preparing materials, participating in major donor meetings and fundraising missions, building support for cost-sharing contributions from the Governments, identifying other local funding sources for UNODC projects and activities, etc. Monitor all expenditures linked to the project and prepare/review financial reports in line with UNODC and EU standards and requirements.
• Consolidate annual detailed work plans including estimated budget and attribution of responsibilities. Oversee the implementation of the logistical aspects of all activities of the project in the three regions covered;
• When required, represent UNODC at relevant regional or international events in matters related to AIRCOP.

Education
|
|
|
|
An advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
|
|
|
|
A minimum of seven years of progressively responsible work experience in project/programme planning, management and monitoring at the national or international level is required. Experience in the field of drug control and crime prevention is also required. Work experience in counter-trafficking is desirable. Work experience in a United Nations field mission is desirable. Qualifying years of experience are calculated following the receipt of the first-level university degree recognized by the United Nations.

Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French, i.e. oral and written proficiency, is required. Knowledge of another United Nations official language is an advantage, particularly Spanish. Working knowledge of Portuguese is an asset.

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Filling of this position is subject to funding availability and the initial appointment will be for a period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of funds. Staff members are subject to the authority of the Secretary- General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
