|
This position is located in the Infrastructure Management Service (IMS) of the Office of Information and Communications Technology (OICT), Department of Management. The incumbent will report to the Chief of IMS.
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority and depending on location, the Information Systems Officer will be responsible for the following duties:
• Conceptualizes, develops strategy for and oversees the design and implementation of major information systems initiatives such as Inspira (Oracle), Umoja (SAP), iNeed (Siebel) and manages multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages;
• Leads a team to build server-side applications that encapsulate the storage, processing, dissemination and business logic related to a unique opportunity to manipulate diversified and large contents sets, to develop service-oriented architectures for building truly decoupled distributed systems and to build distributed applications for large-scale data-intensive applications;
• Provides authoritative technical and policy advice to the Chief Information and Communications Technology Officer, the Director of the Programme Management Division, the Chief of the Infrastructure Management Service and other OICT senior managers on systems development in a changing business environment and the implications of various alternatives, on business applications and other related issues;
• Identifies and plans for future needs;
• Develops and disseminates best practices;
• Leads and directs a team of information systems officers; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs;
• Manages procurements, including conducting needs assessments and benchmarks, preparing bid documents and arranging contracts; supervises, coordinates and negotiates the services required to enable the management and operation of interdependent administrative, financial, human resources and other information systems;
• Develops and monitors key performance indicators; ensures that projects meet established time and cost parameters and standards of technical quality;
• Prepares cost estimates from various funding sources, monitors budget execution, Section work program, and procurement plan;
• Develops innovative solutions to resolve intricate problems that impact a critical area of the organization’s work;
• Ensures the development of standards, procedures and practices to ensure a stable and effective systems environment.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Prince 2 or PMP certification is desirable.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience in planning, designing, development, implementation and maintenance of ERP systems is required. Experience of SAP, Oracle or Siebel is required. Experience in managing multiple, concurrent and often disparate tasks for projects that often involve innovative applications, dissimilar systems, as well as databases and highly complex system integration and linkages is required.

Languages
|
|
|
|
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.

|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
