This position is located in Section III, HR Services, in the Learning, Development and HR Services Division, Office of Human Resources Management. The incumbent reports to the Chief of Section.
|
|
|
|
Responsibilities
|
|
|
|
Within delegated authority, the Human Resources Officer will be responsible for the following duties:
General
Provides advice and support to Executive offices, managers and staff on human resources related matters; prepares special reports and participates and/or leads special human resources projects as needed; keeps abreast of developments in various areas of human resources; advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
Recruitment and placement
Determines and recommends levels and steps for initial appointments for fixed-term and temporary contracts; supervises and monitors the work of the Human Resources Assistants in carrying out all human resources administrative transactions including preparation of offers of appointments, personnel actions and processing of contracts
Administration of entitlements
Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulation and rules; administers and provides advice on salary and related benefits, travel, and social security entitlements; determines and recommends benefits and entitlements for staff on the basis of contractual status; reviews policies and procedures and recommends changes as required; reviews and recommends level of remuneration for consultants.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in human resources management, administration or related area is required. Experience working in an international organization is required. Experience in human resources management in the United Nations or that of a comparable international organization is desirable. Experience with IMIS processing is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (oral and written) is required. Knowledge of French is desirable. Knowledge of other UN official languages is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|
