The position is located in the Department of Management, Office of Human Resources Management, Human Resources Information Systems Section. The incumbent of the post reports to the Inspira Programme Manager.
|

|
|
Responsibilities
|
|
|
|
Within limits of delegated authority, the Information Systems Officer will be responsible for the following duties:
• Manages projects involving feasibility studies, systems analysis, design, development and implementation of new, moderately complex systems, and/or, participates as a member of a development team with responsibility for major components of the more complex systems.
• Develops detailed system and functional specifications and user documentation for major systems.
• Provides specialized advice to users, analyzing users’ requirements and translating these into new applications; determines change management and user experience related issues.
• Troubleshoots and provides continuing user support, to include resolving difficult problems, advising on the use of new techniques, monitoring transactions to measure performance and continued effectiveness of assigned systems, etc.
• Develops and maintains business rules and interpretation of information that require integration of many interrelated systems; ensures appropriate data security and access controls considering both local and wide area issues.
• Organizes and performs unit and integrated testing, designing and utilizing test bases; assists users in acceptance testing.
• Develops training materials, operating and user manuals; trains staff in assigned systems.
• Develops disaster recovery plans and ensures appropriate planning and training of those responsible.
• Researches, analyzes and evaluates new technologies and makes recommendations for their deployment.
• Participates in writing reports and papers on user requirements, information strategy, etc.
• Provides guidance to, and may supervise, new/junior staff, consultants, etc.
• Develops effective recommendations on functional design and applications to meet business requirements, and implements projects in a timely and efficient manner.
• Develops creative approaches to problem resolution.
• Develops partnerships and interacts effectively with colleagues and users internally and externally, to include demonstrated ability to persuade others to accept systems recommendation, modifications, etc.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of five years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems. Experience in ERP implementation in PeopleSoft, Oracle or SAP is required. Experience in several full lifecycle implementations of enterprise systems is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|

The funding for this position is of a temporary nature. Recruitment, selection or extension of appointments against this position will be subject to budgetary approval.
