This post is situated in the Office of the Under-Secretary-General for Peacekeeping Operations, Office of the Chief of Staff, under the direct supervision of the Focal Point for Security.

|
|
Responsibilities
|
|
|
|
Under the direct supervision of the Focal Point for Security, the incumbent will contribute to the activities undertaken by the Focal Point for Security by managing the Field Occupational Safety Programme in the Department of Peacekeeping Operations (DPKO), Department of Field Support (DFS) and Department of Political Affairs (DPA), including:1. Provide field safety advice and recommendations concerning the development and implementation of the DPKO, DFS and DPA field occupational safety management system policy for field operations; 2. Coordinate the appointment of Occupational Safety Focal Points at Headquarters and in field missions of DPKO, DFS and DPA; 3. Organize, develop and coordinate the implementation of the DPKO, DFS and DPA field safety management system to: provide field safety objectives; clear responsibilities and accountabilities; compliance with national laws and regulations; hazard prevention; organizational change management; emergency prevention, preparedness and response; performance monitoring, measurement and evaluation; requirements and communication processes for documentation; and, management review; 4. Review and regularly revise and update the DPKO, DFS and DPA field safety management system; 5. Develop and keep up-to-date guidelines and tools in support of field safety, taking into account best practices from the UN system, and the public and private sector, and translate available lessons-learned into effective improvements in field safety management; 6. Provide technical and subject matter expertise to all offices of DPKO, DFS and DPA and DPKO, DFS and DPA directed/supported field operations in the development, coordination and implementation of a multi-hazard field safety management system; 7. Produce a competency-based critical staff training needs analysis and analysis of lessons-learned, and develop and implement the DPKO and DFS strategy for training of field safety personnel; 8. Plan, develop curricula, organise and present training for Occupational Safety Focal Points at Headquarters and in the field, and maintain records of trained personnel; 9. Provide substantive input to reports on field safety for governing bodies, such as the 5th Committee of the General Assembly and the ACABQ, including coordinating the budget submissions; 10. As tasked by the Focal Point for Security, provide substantive input to the deliberations of inter-agency bodies, such as the Inter-Agency Security Management Network, and inter-governmental bodies, such as the Special Committee on Peacekeeping Operations; 12. Manage a working relationship between the office of the DPKO-DFS Focal Point for Security and the Occupational Safety supporting arm at Global Service Centre, Brindisi; 13. Develop and maintain a database of occupational safety incidents and analyse results to determine trends and identify remedial action; 14. Maintain communication with principals and Occupational Safety Focal Points through regular distribution of newsletters, articles and reports; 15. and, as tasked by the Focal Point for Security, serve as the OIC for the Focal Point for Security for DPKO and DFS.

Education
|
|
|
|
Advanced university degree (Master's degree or equivalent) in occupational safety, security, business administration, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification in occupational safety or security is desirable.
|
|
|
|
Work Experience
|
|
|
|
A minimum of seven years of progressively responsible experience in occupational safety, security or related fields. Experience with safety and security issues in peacekeeping missions is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is an advantage.
|
|
|
|
Assessment
|
|
|
|
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
|
|
|
|

- This post is financed by the Support Account for Peacekeeping Operations for a period of at least one year. Extension of appointment will be subject to budgetary approval.
