This position is located in the Department of Field Support, Office of the Under-Secretary-General for Field Support, Senior Leadership Appointments Section. The Chief of Section reports to Under-Secretary-General for Field Support.

|
|
Responsibilities
|
|
|
|
• In the context of leadership requirements in field missions led by the Departments of Peacekeeping Operations (DPKO) and Political Affairs (DPA), monitors political developments with a potential impact on field leadership matters, suggests suitable candidates for senior leadership positions, supports high-level succession planning for Head and Deputy Head of Mission positions, and provides guidance and expert advice to senior management on political senior appointments processes.
• Plans and oversees the management of activities undertaken by the Section including the generation of candidates for senior leadership positions and information tools to support succession planning; clearance of all documentation sent to the Chef de Cabinet on appointments matters and a range of work on leadership related policy issues, including preparation and in-briefings, performance management, and human rights screening; ensures that programmed activities are carried out in a timely fashion and are responsive to the political and security contexts of the mission environments concerned, as well as the sensitive nature of senior appointments processes.
• Conducts outreach to high-level candidates within and beyond the organization and maintains information on individuals qualified for leadership positions in the field,; attends trainings and workshops for existing or potential senior leaders in order to build relationships and provide advice on senior appointments; serves as a focal point for Member States and other constituencies interested in senior field appointments.
• Meets with representatives of Member States, regional and civil society organizations to exchange best practice on leadership issues, enhance the pool of potential candidates and advocate for organizational objectives related to gender and geographic diversity across mission leadership teams.
• Maintains close working relationships between the section and a range of internal stakeholders, including the Executive Office of the Secretary-General, the Department of Peacekeeping Operations (DPKO), the Department of Political Affairs (DPA), the Department of Field Support (DFS), the Office of Human Resources Management (OHRM), the Office of the Coordinator for Humanitarian Affairs (OCHA), the United Nations Development Programme (UNDP), the United Nations Entity for Gender Equality and the empowerment of Women (UNWOMEN), and other entities within the UN Common System.
Manages, supervises and carries out the work programme of the Section under his/her responsibility. Co-ordinates the work carried out by the Section; provides programmatic and substantive reviews. Ensures that the outputs produced by the Section maintain high-quality standards and comply with relevant mandates. Manages, guides, develops and trains staff under his/her supervision.
• Contributes as appropriate to the reporting to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues related to senior leadership in the field, particularly those presented in biannual and/or annual reports.
• Carries out programmatic/administrative tasks necessary for the functioning of the Section, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, preparation of inputs for results-based budgeting, evaluation of staff performance (PAS), interviews of candidates for job openings and evaluation of candidates.
• Represents the Organization at international, regional or national meetings, inter-agency discussions and academic seminars on leadership-related issues.

Education
|
|
|
|
Advanced university degree (Master’s degree or equivalent) in business or public administration, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
|
|
|
|
Work Experience
|
|
|
|
A minimum of ten years of progressively responsible experience, including management experience, in programme management, human resources management or related area. Experience in providing strategic policy advice and guidance is required. Experience working in United Nations peacekeeping operations or special political missions is desirable.
|
|
|
|
Languages
|
|
|
|
English and French are the working languages of the United Nations Secretariat. For the post advertised fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is an advantage.
|
|
|
|
Assessment
|

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
